Discuss, conduct public hearing, first reading, and act on ORDINANCE NO. 2012 -034: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE LOT 5A, CITY BLOCK 307, BEING NUMBER 2685 NORTH MAIN STREET IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, ADDING A SPECIFIC USE PERMIT (55) FOR THE ADDITION OF A MINI STORAGE WAREHOUSE TO THE EXISTING PROPERTY; DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. City Engineer Shawn Napier explained that Lee Wilson was requesting this change, so that he could add an additional 17,000 square feet of mini storage warehouses to the existing property. Mr. Napier said the Planning and Zoning Commission recommended approval of Mr. Wilson's request. Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in support or against this item to please come forward. Property owner Lee Wilson spoke in support of this change. With no one else speaking, Mayor Hashmi closed the public hearing. A Motion to invoke the super majority rule was made by Council Member Wright and seconded by Council Member Frierson. Motion carried, 7 ayes — 0 nays. A Motion to amend the zoning was made by Council Member Frierson and seconded by Mayor Hashmi. Motion carried, 7 ayes — 0 nays. 13. Discuss, second reading and act on ORDINANCE NO. 2012 -035: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SEC. 26 -1 COMPOSITION OF DEPARTMENT, OF CHAPTER 26, POLICE, OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS BY RENAMING CERTAIN SUPERVISORY POSITIONS WITHIN THE POLICE DEPARTMENT; AND OTHER MATTERS RELATED TO THE SAME; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE. Chief Hundley said the requested amendment would not change the pay, but only change position names. He also said the change would allow for a more detailed comparative analysis with other police agencies and begin the process of restructuring supervision of the police department. A Motion to approve the amendment was made by Council Member Drake and seconded by Council Member Lancaster. Motion carried, 7 ayes — 0 nays.
