Discuss, conduct public hearing, first reading, and act on ORDINANCE NO. 2012 -034: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT 5A, CITY BLOCK 307, <br />BEING NUMBER 2685 NORTH MAIN STREET IN THE CITY OF PARIS, LAMAR <br />COUNTY, TEXAS, ADDING A SPECIFIC USE PERMIT (55) FOR THE ADDITION <br />OF A MINI STORAGE WAREHOUSE TO THE EXISTING PROPERTY; <br />DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF <br />THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />City Engineer Shawn Napier explained that Lee Wilson was requesting this change, so <br />that he could add an additional 17,000 square feet of mini storage warehouses to the existing <br />property. Mr. Napier said the Planning and Zoning Commission recommended approval of Mr. <br />Wilson's request. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support or against this item to please come forward. Property owner Lee Wilson spoke in <br />support of this change. With no one else speaking, Mayor Hashmi closed the public hearing. <br />A Motion to invoke the super majority rule was made by Council Member Wright and <br />seconded by Council Member Frierson. Motion carried, 7 ayes — 0 nays. <br />A Motion to amend the zoning was made by Council Member Frierson and seconded by <br />Mayor Hashmi. Motion carried, 7 ayes — 0 nays. <br />13. Discuss, second reading and act on ORDINANCE NO. 2012 -035: AN ORDINANCE <br />OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SEC. 26 -1 <br />COMPOSITION OF DEPARTMENT, OF CHAPTER 26, POLICE, OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS BY RENAMING CERTAIN <br />SUPERVISORY POSITIONS WITHIN THE POLICE DEPARTMENT; AND OTHER <br />MATTERS RELATED TO THE SAME; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND DECLARING AN <br />EFFECTIVE DATE. <br />Chief Hundley said the requested amendment would not change the pay, but only change <br />position names. He also said the change would allow for a more detailed comparative analysis <br />with other police agencies and begin the process of restructuring supervision of the police <br />department. <br />A Motion to approve the amendment was made by Council Member Drake and seconded <br />by Council Member Lancaster. Motion carried, 7 ayes — 0 nays. <br />
