MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />November 20, 2012 <br />The City Council of the City of Paris met for a special session at 5:30 p.m. on Tuesday, <br />November 20, 2012, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Aaron Jenkins; Billie Lancaster; John Wright; <br />Cleonne Drake <br />City Staff: John Godwin, City Manager; Kent McIlyar, City <br />Attorney; and Janice Ellis, City Clerk <br />Absent: Council Members: Richard Grossnickle and Matt Frierson <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:32 p.m. <br />Regular Agenda <br />2. Confirm appointment of new Fire Chief for the City of Paris. <br />City Manager John Godwin stated the preference was to hire within the department, but <br />at the time that was not what was best for the organization. Mr. Godwin told the Council that the <br />job had been posted, that he received at least five applications; he had interviewed several <br />applicants and it was his recommendation to hire Larry Wright. Mr. Godwin said Mr. Wright <br />had a wealth of experience and knowledge. <br />A Motion to confirm the appointment of Larry Wright was made by Council Member <br />Drake and seconded by Council Member Lancaster. Motion carried, 5 ayes — 0 nays. <br />3. Discuss and authorize the City Manager to execute a professional services agreement <br />with KSA to develop a ten year Capital Improvement Plan for the City of Paris. <br />Mr. Godwin said that he met with KSA representatives several times last week and was <br />able to negotiate a contract price from $298,000 to $238,200. In addition, Mr. Godwin said KSA <br />agreed to incorporate into its planning at no extra charge a parks plan for which the City of Paris <br />had a grant. KSA President Joncie Young explained the importance of the job and emphasized <br />that KSA would get started the following week. Mayor Hashmi said he was impressed with <br />KSA and expectations were high. Council Member Drake was equally impressed. Council <br />Member Wright said he had received good reports about the type of work done by KSA. <br />
