Draft RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AN APPLICATION FOR FUNDING THROUGH THE TEXAS DEPARTMENT OF AGRICULTURE TEXAS CAPITAL FUND MAIN STREET PROGRAM; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Texas desires to develop a viable urban community, including a suitable living environment and expanding economic opportunities, principally for persons of low -to- moderate income; and, WHEREAS, the downtown area has a predominance of buildings, curbs and sidewalks that are deteriorated due to age, lack of drainage and other reasons, which qualify as slum or blighted. Certain conditions exist which represent a threat to the public health and safety (i.e. deteriorated roadway and sidewalks, sidewalks with no handicap ramps, no storm water drainage); and WHEREAS, it is necessary and in the best interests of the City of Paris, Texas to apply for funding under the Texas Community Development Block Grant Texas Capital Fund Main Street Program; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, OF THE CITY OF PARIS, TEXAS, THAT: Section 1. The findings set out in the preamble to this resolution are hereby in all things approved. Section 2. The City Council hereby designates the following blighted area as the Paris Downtown Area as it applies to the Texas Capital Fund Main Street Program Grant Application: The new project limits will be on Lamar Avenue between I" SE and Main Street, 1 st SW between Plaza and Kaufman Street and 1 st SW west side between Kaufman and Austin; a map of which is attached hereto as Exhibit "A ". Section 3. The City Council has reviewed and hereby approves an application for: Texas Capital Fund Main Street Program funds $150,000.00. Section 4. The City Council has reviewed and hereby agrees to comply with all assurances executed in connection with the application and, if funded, the award. Section 5. The City Manager be, and is hereby authorized and directed to act on the City's behalf in all matters pertaining to this application.
