Minutes <br />Traffic Commission <br />City of Paris <br />The Traffic Commission met on Tuesday August 04, 2015 at 5:15 P.M. in the <br />Municipal Courtroom with the following members present: <br />1. <br />Barry Shiver <br />2. <br />Susan Hamby <br />3. <br />Wendell Moore <br />4. <br />Jimmy Hodges <br />5. <br />David Ballard <br />The city staff was represented by Asst. Chief Randy Tuttle. <br />Mr. Shiver called the meeting to order at 5:22pm. A quorum was established with <br />five members present. <br />Mr. Shiver then moved to item #2 concerning the approval of minutes from the <br />July 07, 2015 meeting. Mr. Ballard made a motion to approve minutes with a <br />second from Ms. Hamby. Motion carried 5 -0. <br />Mr. Shiver moved to item #3 regarding the discussion and possible action <br />concerning the placement of speed bumps in 300 block 422d NE. Mr. Tuttle <br />informed members that Public Works Director Jerry McDaniel had received a <br />request from a resident at 320 42nd NE asking the city to place speed bumps on <br />42nd due to speeding vehicles. Mr. Tuttle advised that the Traffic Division had <br />conducted a traffic survey on 42nd NE from July 31 — August 03, 2015. This <br />survey included the number of vehicles travelling on 422 along with the speeds <br />the vehicles were moving. Mr. Tuttle said the result of the survey was 0.1 % of <br />vehicles were above the limit. Staff recommended no speed bumps be placed on <br />42nd NE. Mr. Moore made a motion based on the survey and staff's <br />recommendation that no action be taken. Ms. Hamby second the motion and it <br />passed 5 -0 <br />Mr. Shiver then moved to Item #4 regarding the discussion and possible action <br />concerning traffic issue at 20th NE & Martin Luther King Jr. Drive. Mr. Tuttle <br />informed members that the grounds of MLK Church of Christ at 20th NE & Lamar <br />had experienced damage over years by vehicles driving onto the property <br />causing damage due to the vehicles failing to negotiate the curve. Mr. Charles <br />Fulbright along with members of the church presented a power point presentation <br />outlining the various issues the church has experienced due to vehicles <br />damaging church property. Mr. Fulbright stated the church had placed bollards <br />
