Item No. 11 <br />Memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Larry Wright, Fire Chief <br />SUBJECT: FIRE DEPARTMENT STAFFING <br />DATE: October 22, 2015 <br />BACKGROUND: In 2010 the City Council passed an ordinance (Ordinance 2010 -028) <br />outlining the staffing levels of the Fire Department. In that process, they specifically tied the Fire <br />Marshal responsibilities to the Assistant Chief. <br />STATUS OF ISSUE: The Fire Marshal is an ancillary responsibility, the same as Training <br />Officer and should be assigned to a person who is most qualified to perform those tasks <br />regardless of any other title. By attaching the Fire Marshal to a specific position it restricts the <br />Fire Chief from assigning those responsibilities to the most qualified individual. <br />BUDGET: N/A <br />RECOMMENDATION: Approve amendments to Sections 12 -1 through 12 -4, Chapter 12, Fire, <br />of the Code of Ordinances, separating the position of fire marshal and assistant chief. <br />
