Item No. 11
Memorandum
TO: City Council
John Godwin, City Manager
FROM: Larry Wright, Fire Chief
SUBJECT: FIRE DEPARTMENT STAFFING
DATE: October 22, 2015
BACKGROUND: In 2010 the City Council passed an ordinance (Ordinance 2010 -028)
outlining the staffing levels of the Fire Department. In that process, they specifically tied the Fire
Marshal responsibilities to the Assistant Chief.
STATUS OF ISSUE: The Fire Marshal is an ancillary responsibility, the same as Training
Officer and should be assigned to a person who is most qualified to perform those tasks
regardless of any other title. By attaching the Fire Marshal to a specific position it restricts the
Fire Chief from assigning those responsibilities to the most qualified individual.
BUDGET: N/A
RECOMMENDATION: Approve amendments to Sections 12 -1 through 12 -4, Chapter 12, Fire,
of the Code of Ordinances, separating the position of fire marshal and assistant chief.
