yard, which is a 7 foot variance. <br />Public hearing was declared open. <br />A. No one spoke in favor of the petition. <br />B. Four individuals spoke in opposition. <br />Donie Hussey, 3231 Hubbard Street Paris, Texas, spoke in opposition of the <br />petition. Mrs. Hussey stated that her property is to the east of the subjected property <br />and she believes that constructing storage units is not the best use for this land. Mrs. <br />Hussey further stated that she has concerns about the property value, security <br />issues, traffic flow and drainage issues. <br />Pat Bolton, 205 S.E. 25th Street Paris, Texas, spoke in opposition of the petition. <br />Mrs. Bolton stated she has been a resident here for forty -one (4 1) years. In those <br />years, she has experienced flooding issues and with buildings being built three (3) <br />feet from her property line the issues might get worse. Mrs. Bolton further stated in <br />order for Mr. Burchinal to construct these storage units he would have to cut down <br />several trees that shade the residents on S.E. 25th Street. <br />Tracy Hoffart, 155 S.E. 25th Street Paris, Texas, spoke in opposition of the petition. <br />Ms. Hoffart stated she has concerns about security issues, trash from the storage <br />renters, noise issues and rodents coming from the storage units. <br />Paul Landers, 135 S.E. 25th Street Paris, Texas, spoke in opposition of the petition. <br />Mr. Landers stated that the zoning ordinance has these setbacks for a reason and <br />they shouldn't be changed. Mr. Landers further stated that S.E. 25th Street already <br />has issues with flooding and with water coming off these storage units only being <br />three (3) feet from the property line will make the issue worse. <br />Public hearing was declared closed. <br />Shawn Napier, City Engineer stated that a gas line exists on the west side of this property. <br />Atmos Energy Corporation appears to have an easement for the gas line. The easement is <br />not defined, but rather described as a blanket easement. The addition of an easement is <br />done during the platting process. Mr. Napier further stated for maintenance the gas <br />company will need more than three feet to work. Atmos will be providing information <br />concerning needed work space and proposed easement width that could be added to the <br />plat. Jerry Haning asked Dale Maberry, Fire Marshal about the fire lanes. Mr. Maberry <br />stated that the inside units would be accessible but not the outside of the building if there <br />was only three (3) feet from the property line. <br />Motion was made by Jerry Haning, seconded by Louise Hagood and Deanna Manning to <br />
