Item No. 23 <br />memorandum <br />TO: The City Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICP, Planning Manager <br />SUBJECT: RE —ZONE 2185 AND 2193 EAST CHERRY STREET <br />DATE: December 8, 2015 <br />BACKGROUND: This application is to consider the petition of Wayne Brown, representing the <br />Cherrywood Development Corporation, for a zoning change from Multiple - Family Dwelling <br />District -2 (MF -2) to Commercial District (C) with a Specific Use Permit (55— Self - Storage /Mini <br />Warehouse) located at 2185 and 2193 East Cherry Street. Mr. Brown is both the applicant and <br />the owner of this subject property. <br />At the December 7 Planning and Zoning Commission meeting one person (Mr. Brown) spoke in <br />favor of this project, and no one spoke in opposition. Mr. Brown stated that 23 people who lived <br />within 200 feet of this subject area signed a petition in support of this rezoning request. The <br />commission unanimously recommended approval of this proposed rezoning to the City Council, <br />with the following conditions: <br />1. Fencing shall be established totally along the perimeter of the property; <br />2. Low level security lighting shall face inward; <br />3. The southern boundary shall be visually buffered with landscaping material. <br />All three conditions shall be implemented with the approval of the City of Paris staff. <br />STATUS OF ISSUE: The City Staff has determined the following: <br />A. Existing Land Use: This property consists of 7.5 acres. There are currently several structures <br />on site. A 1997 land survey indicates various structures, walks, driveways, and parking <br />areas. The immediate area is characterized by duplex and multi — family uses. There is no <br />flood plain. <br />B. Existing _ Zoning of the Subject Property: This property is presently zoned MF -2. Property <br />immediately east and west property is zoned Multiple - Family Dwelling District -1 (MF -1); <br />
