Item No. 27 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: TRAIL DE PARIS EXTENSION <br />DATE: December 7, 2015 <br />BACKGROUND: The city was awarded a Texas Parks & Wildlife Department matching grant <br />to extend the Trail de Paris from its current terminus at 8th SE west to 4th SW. We have had <br />numerous delays in acquiring easements and rights -of -way, and the route has also gotten <br />somewhat twisting and lengthier. As a result, the project has gotten a few months behind and <br />our costs have risen. Even so, we have a schedule to complete the improvements by the end of <br />June. <br />STATUS OF ISSUE: On December 3 we opened the single qualified bid that we received. We <br />always hate to get only one bid, but in this case, the bid came from a highly qualified local <br />vendor, Richard Drake Construction. Drake has done other wok for the city, including trail <br />reconstruction, and fully understands our time constraints related to the TPWD grant. More <br />importantly, the bid price, though higher than the original budget from 2013, was right at our <br />estimated cost as of bid letting. In order to make the project more affordable, we have done <br />some value engineering, reducing the depth of the asphalt from 2" to 1.5 ", and slightly narrowing <br />the concrete portion of the trail from 12' wide to 10' wide. <br />BUDGET: Grant and budgeted funds are available. <br />RECOMMENDATION: Approve contract award to Richard Drake Construction in the amount <br />of $235,797.92. <br />
