Regular Council Meeting <br />December 14, 2015 <br />Page 5 <br />Plano. She said she previously voted erroneously on this item. Kyle McCarley, 2375 — he said <br />he wanted to keep Lake Crook as a park. <br />Mayor Pro -Tem Lancaster announced that the public hearing would remain open until <br />January 11, 2016. <br />A Motion to leave the public hearing open was made by Council Member Clifford and <br />seconded by Council Member Jenkins. Motion carried, 5 ayes — 0 nays. <br />25. Receive an update from Retail Coach about the company's activities for new retail <br />development in Paris. <br />Aaron Farmer of Retail Coach gave a presentation to the City Council regarding leakage, <br />current retail recruitment possibilities and an overall plan for Paris. Following the presentation, <br />Mr. Farmer answered questions from Council Members. <br />26. Discuss and approve a contract with Oscar Renda in the amount of $23,348.350 for <br />Package 4 of the 2013 Bond Fund Water & Sanitary Sewer Replacement Project. <br />Mr. Godwin informed Council that they received and opened four qualified bids on <br />November 17. He said the lowest bid included various combinations of 14 additive alternates to <br />better address road repairs, and that staff recommended awarding a contract to Oscar Renda in <br />the amount of $23,348,350. Mr. Godwin explained this project would include extensive work <br />and would last between three and four years. <br />Council Member Pickle inquired how much of the bond money was spent thus far and <br />Mr. Godwin told him about 8 million dollars. Council Member Pickle wanted to know if this <br />project would include Johnson Woods and Mr. Godwin answered in the affirmative. Council <br />Member Frierson asked Mr. Godwin to take them through the phases of the project. Mr. Godwin <br />said this project included downtown, East Paris, Pine Bluff and Graham. He also said that <br />AECOM checked the company's references and there was a concern, but it was minor. Mr. <br />Godwin said that not all of the streets would be closed at the same time and that is the reason it <br />was a three or four year project. <br />A Motion to approve a contract with Oscar Renda was made by Council Member Clifford <br />and seconded by Council Member Jenkins. Motion carried, 5 ayes — 0 nays. <br />27. Discuss and approve a contract with Richard Drake Construction in the amount of <br />$235,797.92 for extension of the Trail de Paris from 8th SE west to 4th SW. <br />Mr. Godwin informed Council they received only one bid and the hope was to have the <br />project finished by June. <br />A Motion to approve a contract with Richard Drake Construction was made by Council <br />Member Frierson and seconded by Council Member Pickle. Motion carried, 5 ayes — 0 nays. <br />
