Item No. 8 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Bob Hundley, Chief of Police <br />SUBJECT: ANIMAL CONTROL ORDINANCE REVIEW <br />DATE: January 18, 2016 <br />BACKGROUND: Chapter 5 Animals and Fowl of the City of Paris Ordinances has not been <br />significantly reviewed or modernized since the 1970's. Animal ownership and issues have <br />changed over the years and a review was needed. <br />STATUS OF ISSUE: The major revisions or continued procedures presented for your <br />consideration include: <br />• Relying on state law only for investigation of dangerous dogs clearing up any confusion <br />regarding the `first bite' or aggression requirements. <br />• More complete and easier to understand definitions. <br />• Considerations for animals not previously in the code; i.e. pot - bellied pigs. <br />• Continued partnership with the Lamar County Humane Association and other Rescue <br />groups to decrease the euthanasia of animals. <br />• Simplification of the language regarding space requirements for large and miniature <br />livestock. <br />BUDGET: There is no impact to the budget. <br />RECOMMENDATION: Review the new chapter and provide direction to staff. <br />
