Item No. 14 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: FM 79 DISANNEXATION REQUESTS <br />DATE: February 1, 2016 <br />BACKGROUND: At the January 25 council meeting, we discussed requests from several <br />property owners on FM 79 for disannexation from the city who are not receiving water or sewer <br />service from Paris. <br />STATUS OF ISSUE: Although is it always important to point out that property taxes are not <br />used to provide water and sewer service anywhere in Paris, these properties are so far outside the <br />city proper that it simply makes no sense to keep them against their wishes. Paris will not be <br />able to provide them sewer service in the foreseeable future due to low volume, they are serviced <br />by a state -owned and maintained roadway, and Lamar County WSC holds the CCNs on their <br />water supply. Disannexation is consistent with the council - adopted annexation policy. <br />BUDGET: The city will lose related property tax revenues. <br />RECOMMENDATION: Authorize city attorney to proceed with disannexations as requested. <br />
