Item No. 24 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: 2013 BOND FUND PACKAGE 4 MATERIAL TESTING SERVICES <br />DATE: February 15, 2016 <br />BACKGROUND: The City of Paris sold bonds in the amount of $35 million in 2013 to fund <br />infrastructure improvements. The forth construction contract to be awarded from the bond fund <br />is known as Package 4, and includes water and sewer replacements across east Paris, and the <br />downtown area. The total construction cost is $23 million. Construction material testing <br />services are necessary to ensure the quality of work meets the contract specifications. <br />STATUS OF ISSUE: The City has received a proposal from Apex Geoscience (Apex) in the <br />amount of $192,502.50 for material testing services on the Package 4 construction project. Apex <br />is a local firm, and has successfully provided similar services on past projects for the City. This <br />contract is anticipated to last 3.5 years. <br />BUDGET: Funding is available from 2013 Bond Fund for water and sewer improvements. <br />RECOMMENDATION: Authorize the city manager to execute a contract with Apex <br />Geoscience for material testing services on the Package 4 construction project in the amount of <br />$200,000.00. <br />
