ORDINANCE NO. 2016 -003 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ARTICLE I OF CHAPTER TWO OF THE CODE OF ORDINANCES <br />OF THE CITY OF PARIS, TEXAS, BY AMENDING SECTION 2 -1, RULES OF <br />ORDER FOR CITY COUNCIL MEETINGS, TO PROVIDE THAT IN MOST <br />CIRCUMSTANCES ORDINANCES MAY BE APPROVED ON THE FIRST <br />READING; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City Council adopted Ordinance No. 2012 -002 amending Chapter 2, <br />Article I, Sec. 2 -1, 'Rules of order for Council Meetings," in 2012 to reflect its desire to <br />conduct City Council meetings in a more cordial and informal fashion; and <br />WHEREAS, the Mayor and City Council have since adopted revised policies and <br />practices to further streamline City Council meetings which include a policy and practice <br />under which an ordinance may be adopted on first reading or by placement on and <br />adoption of the Consent Agenda; and <br />WHEREAS, the City Council of the City of Paris hereby finds and determines that <br />such changes to the rules of order for City Council meetings are in the best interest of the <br />City of Paris and its citizens and should be adopted; and <br />WHEREAS, best practice dictates that Chapter 2, Article I, Sec. 2 -1 be amended to <br />reflect current policy and practice; <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in <br />all things approved. <br />Section 2. That Sec. 2 -1 of Article I of Chapter Two of the Code of Ordinances of the <br />City of Paris, Texas, be, and the same is hereby amended to read in its entirety as follows: <br />" Sec. 2 -1. Rules of order for Council meetings. <br />The following rules shall govern the conduct of meetings of the City Council. <br />Rule 1. The mayor, or in his absence, the mayor pro tem, shall preside at all <br />meetings of the Council. In the absence or disability of both, the Council shall <br />designate a member as temporary presiding officer. <br />Rule 2. All meetings shall be either regular or special. <br />-1- <br />
