r <br />Item No. 13 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />Carla Easton, P.E., City Engineer <br />FROM: Alan Efrussy, AICP, Planning Manger <br />SUBJECT: PUBLIC HEARING REGARDING UPDATE OF COMPONENTS OF THE <br />ZONING ORDINANCE. <br />DATE: March 3, 2016 <br />BACKGROUND: It is appropriate for municipal staff and officials to periodically address <br />updating of the city's comprehensive plan and zoning ordinance. Over the past several decades, <br />portions of the Paris Zoning Ordinance have been updated. At this time, city staff is <br />recommending that certain elements of the Zoning Ordinance be considered for updating by the <br />Planning and Zoning Commission and the City Council. At its Feb. 1, 2016 meeting, the <br />commission held a public hearing regarding said updating of certain elements in the Zoning <br />Ordinance. No persons spoke either in favor of or in opposition to this item. The commission <br />recommended approval of this item, with several modifications as stated herein. <br />STATUS OF ISSUE: To aid in the coordination with representatives of the development <br />community and planning applicants in general, and to enhance the timely and efficient <br />development of land uses, staff is recommending that these proposed Zoning Ordinance updates <br />be included in that ordinance. <br />The city staff is not recommending a total update of the zoning ordinance; rather we're <br />recommending that we remedy certain zoning requirements that: (a) are outdated, (b) present <br />difficulties to the city staff and/or the development community, (c) are difficult to understand or <br />are vague or inconsistent with other parts of the Zoning Ordinance and/or (d) reflect other <br />problems as determined by the Planning and Zoning Commission and the city staff. The <br />enclosed Exhibit "A" indicates the staff recommendations regarding certain changes to mainly <br />the text portions of the existing Zoning Ordinance; particular tables regarding land uses, <br />dimensions, and most other numerical— oriented requirements are not recommended for changes <br />at this time. <br />E <br />
