Regular Council Meeting <br />March 14, 2016 <br />Page 3 <br />AMENDING SECTION 17, "CREATION OF BUILDING SITE;" BY AMENDING <br />SECTION 20, "COMPLETION OF BUILDING UNDER CONSTRUCTION;" BY <br />AMENDING SECTION 22, "GENERAL DEFINITIONS;" BY AMENDING SECTION <br />28, "REGULATION OF WIRELESS TELECOMMUNICATIONS TOWERS AND <br />FACILITIES;" PROVIDING A REPEALER CLAUSE; PROVIDING A <br />SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Planning Director Alan Efrussy explained that many sections of the Zoning Ordinance <br />were outdated and updates were recommended to aid in coordination with the development <br />community and planning applicants. He further explained the amendments were not a complete, <br />comprehensive update of the ordinance, but rather to address problems that were immediate and <br />apparent. Mr. Efrussy told the Council that Planning and Zoning recommended approval of the <br />amendments. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Hashmi closed the public hearing. <br />A Motion to approve this item was made by Mayor Hashmi and seconded by Council <br />Member Pickle. Motion carried, 5 ayes — 0 nays. <br />14. Conduct a public hearing, discuss and act on ORDINANCE NO. 2016 -007: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT 13, CITY BLOCK 315, <br />BEING LOCATED AT 4225 LAMAR AVENUE, SUITE D, IN THE CITY OF PARIS, <br />LAMAR COUNTY, TEXAS, FROM A GENERAL RETAIL DISTRICT (GR) TO A <br />GENERAL RETAIL DISTRICT (GR) WITH A SPECIFIC USE PERMIT FOR A <br />TATTOO SHOP TO THE EXISTING PROPERTY; DIRECTING A CHANGE <br />ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Following Mr. Efrussy's explanation of this item, he answered questions from City <br />Council. Council Member Clifford questioned Chapter 146 of the Texas Health and Safety <br />Code, and Mr. Efrussy said approval was recommended condition upon adherence to the Texas <br />Health and Safety Code. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward.
