Item No. 17 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: UTILITIES CONSTRUCTION MANAGEMENT <br />DATE: April 4, 2016 <br />BACKGROUND: We now have construction projects totaling tens of millions of dollars, which <br />include multiple contractors, multiple engineers and other consulting professionals, and very <br />many discreet funding sources, including four different grants. <br />STATUS OF ISSUE: The original engineering contract with AECOM for the bond utilities <br />included construction management services, which were subcontracted out to HWH. For the <br />early part of the project, HWH assigned and kept an excellent employee on site much of the <br />time, but in 2015 they dropped out of the project completely. Subsequently we negotiated with <br />AECOM for these construction management services, but we have not yet gotten a final, priced <br />proposal. In the meantime, most of that work is being done by the city engineer and public <br />works director. I believe both are very competent at their jobs, but they can only do so much <br />without adequate support. <br />BUDGET: Funding is available for project management from 2013 bond proceeds. <br />RECOMMENDATION: Provide direction to staff. <br />
