MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, MARCH 7, 2016 <br />5.30 O'CLOCK P.M. <br />1. The meeting of the Planning and Zoning Commission on Monday, March 7, 2016, was <br />called to order at 5:30 p.m. by Holland Harper, Chairman. <br />A. The following members were present: Holland Harper, John Lee, Billy Trenado, <br />Jerry Akers, Barney Bray, Robert Spain and Mike Folmar <br />B. Also present were Alan Efrussy, Planning Manager; Shane Grissom, Engineering <br />Technician; Stephanie Harris, Interim City Attorney; Carla Easton, Engineer; <br />Clyde Crews, Interim Fire Marshal; Steve Clifford, City Council; Cheri Bedford, <br />Main Street Coordinator; Triniti Frazier, Permit Technician; Ashley Fendley, <br />Secretary for the Planning and Zoning Commission and Concerned Citizens. <br />2. Approval of minutes from previous meetings. (February 1, 2016) <br />Motion was made by Mike Folmar, seconded by Jerry Akers to approve minutes for the <br />February 1, 2016 meeting. Motion carried 6 -0. <br />Robert Spain arrived at 5:32pm <br />3. Public hearing to consider and take action regarding the petition of Derek Hubbard on <br />behalf of Phan T. Nguygen for a change in zoning from General Retail District (GR) to a <br />General Retail District with a Specific Use Permit (SUP) for a Tattoo Shop, on the City of <br />Paris Block 315, Lot 13, being located at 4225 Lamar Avenue, Suite D, and comprising <br />1.745 acres <br />Public hearing was declared open. <br />A. No one spoke in favor. <br />B. No one spoke in opposition. <br />Public hearing was declared closed. <br />Motion was made by Billy Trenado, seconded by Barney Bray to approve the petition on <br />behalf of the planning manager's recommendation. Motion carried 7 -0. <br />
