Item No. 13 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: WEST PARIS MULTI -USE TRAIL <br />DATE: May 18, 2016 <br />• In 2013, the City was awarded an FHWA grant administered through the TxDOT <br />Transportation Enhancement Program (TEP) to construct a section of the Trail de Paris <br />from Bonham Street to the Boys & Girls Club, known as the West Paris Multi -use Trail <br />project. <br />• Hayter Engineering, Inc. prepared the construction plans for the project. <br />• On April 29, 2016, two bids were received for the project, and Harrison, Walker & <br />Harper submitted the low bid in the amount of $638,644.80. <br />• References for Harrison, Walker & Harper were verified in accordance with the contract <br />documents, and a recommendation of award was received from Hayter Engineering Inc. <br />• The contract documents require this project to be completed within 150 calendar days <br />after issuance of the notice to proceed. <br />STATUS OF ISSUE: <br />A summary of the two bids received is as follows: <br />Bidder Bid Amount <br />Harrison, Walker & Harper $638,644.80 <br />Richard Drake Construction Company, LP $760,252.36 <br />The initial construction estimate was $605,398.65, so we are somewhat higher than anticipated. <br />However, these appear to be good bids and we do recommend award of a contract. We will have <br />additional expenses for construction material testing and site preparation. <br />BUDGET: The TEP grant provides 74% of construction costs, for an amount not to exceed <br />$508,474.00. The City's obligation is the remaining 26% plus any overages, bringing the local <br />match for construction to $190,650.00. Funding is available in the grant fund. <br />RECOMMENDATION: Authorize the city manager to execute a contract with Harrison, <br />Walker & Harper, for construction of the West Paris Multi -use Trail project. <br />
