Receive presentation from NewGen Strategies & Solutions, LLC regarding the 2016 <br />Water and Wastewater Cost of Service Study. <br />Chris Ekrut from NeGen Strategies & Solutions presented the water and wastewater cost <br />of service study. In summary, Mr. Ekrut told the Council that the current rates for non - contract <br />customers were determined to be sufficient to generate the necessary revenue need for the fund <br />and no rate change was being requested. <br />18. Discuss and act on ORDINANCE NO. 2016 -013: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A NEGOTIATED <br />SETTLEMENT BETWEEN THE ATMOS CITIES STEERING COMMITTEE <br />( "ACSC ") AND ATMOS ENERGY CORP., MID -TEX DIVISION REGARDING THE <br />COMPANY'S 2016 RATE REVIEW MECHANISM FILINGS; DECLARING <br />EXISTING RATES TO BE UNREASONABLE; ADOPTING TARIFFS THAT <br />REFLECT RATE ADJUSTMENTS CONSISTENT WITH THE NEGOTIATED <br />SETTLEMENT; FINDING THE RATES TO BE SET BY THE SETTLEMENT <br />TARIFFS TO BE JUST AND REASONABLE AND IN THE PUBLIC INTEREST; <br />REQUIRING THE COMPANY TO REIMBURSE ACSC'S REASONABLE <br />RATEMAKING EXPENSES; DETERMINING THAT THIS ORDINANCE WAS <br />PASSED IN ACCORDANCE WITH THE REQUIREMENTS OF THE TEXAS OPEN <br />MEETINGS ACT; ADOPTING A SAVINGS CLAUSE; DECLARING AN <br />EFFECTIVE DATE; AND REQUIRING DELIVERY OF THIS ORDINANCE TO THE <br />COMPANY AND THE ACSC'S LEGAL COUNSEL. <br />Mr. Anderson explained Atmos made a filing request for additional revenues from its <br />customers system wide and negotiations between Atmos and ACSC resulted in a $5.5 million <br />reduction in the requested revenues by Atmos. Mr. Anderson said the ordinance reflected the <br />reduced proposed rate and the typical residential customer would see a $1.26 per month increase <br />and the typical commercial customer would see a monthly increase of $3.81. <br />A Motion to approve this item was made by Mayor Hashmi and seconded by Council <br />Member Trenado. Motion carried, 6 ayes — 0 nays. <br />9. Discuss and act on RESOLUTION NO. 2016 -018: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS IN SUPPORT OF DEDICATION OF A <br />PORTION OF U.S. HIGHWAY 82 FROM THE 4200 BLOCK OF LAMAR AVENUE <br />IN THE CITY OF PARIS EASTWARD TO THE LAMAR COUNTY LINE AS THE <br />"TROOPER JEFFREY NICHOLS MEMORIAL HIGHWAY." <br />A Motion to approve this item was made by Council Member Drake and seconded by <br />Council Member Clifford. Motion carried, 6 ayes — 0 nays. <br />20. Discuss and act on AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS, CREATING A MUNICIPAL SETTING DESIGNATION WITHIN <br />THE CITY'S EXTRATERRITORIAL JURISDICTION; PROVIDING A PENALTY <br />
