1. The meeting of the Planning and Zoning Commission on Monday, April 4, 2016, was
called to order at 5:3 Op.m. by Holland Harper, Chairman.
A. The following members were present: Holland Harper, John Lee, Jerry Akers,
Barney Bray and Robert Spain
B. The following member was absent: Mike Folmar
C. Also present were Alan Efrussy, Planning Manager; Shane Grissom, Engineering
Technician; Stephanie Harris, City Attorney; Carla Easton, City Engineer; Clyde
Crews, Fire Marshal; Steve Clifford, City Council; Cheri Bedford, Main Street
Coordinator; Ashley Fendley, Secretary for the Planning and Zoning Commission
and Concerned Citizens.
Holland Harper announced that Billy Trenado had resigned from the commission.
2. Approval of minutes from previous meetings. (March 7, 2016)
Motion was made by John Lee, seconded by Barney Bray to approve minutes for the
March 7, 2016 meeting. Motion carried 5 -0.
3. Public hearing to consider and take action regarding the petition of Sequoia Brown on
behalf of Russell and Leslie Stidham for a change in zoning from Single - Family Dwelling
District No. 2 (SF -2) to a Two - Family Dwelling District (2F), on Block B, Lot 24, of the
Willowcrest #2 Addition, being located in the 2600 Block of Crescent Drive.
Public hearing was declared open.
A. One individual spoke in favor.
Sequoia Brown, spoke in favor of the petition. Mrs. Brown stated that she didn't see
a difference whether she constructed a duplex or single family home on this piece
property for street view issues. However, Mrs. Brown stated she was open to a
single story structure instead of a two story if needed. Mrs. Brown further stated she
does not see this zoning change as spot zoning since there are other duplexes
around this piece property.
B. Five individuals spoke in opposition.
Shane Bolton, 1370 N.E. 27th Street, Paris, Texas, spoke in opposition of the
petition. Mr. Bolton stated to allow this zoning change would be spot zoning, it
would change the quality of the neighborhood and it would create traffic issues for
the children and residents in the neighborhood. Mr. Bolton stated that this zoning
change is a contradiction to the Zoning Ordinance 1710 Section 2 -100 The
Purpose. Mr. Bolton further stated we the citizen have created a petition to not
except this zoning change and hope the planning and zoning commission will deny
the request.
Janna Bolton, 1370 N.E. 27th Street, Paris, Texas, spoke in opposition of the
petition. Mrs. Bolton stated that she believes this is spot zoning and has traffic
concerns.
Dwan Smith, 1345 N.E. 27th Street, Paris, Texas, spoke in opposition of the
petition. Mr. Smith stated that he had traffic concerns with placing a duplex on this
property.
Kenette Smith, 1345 N.E. 27th Street, Paris, Texas, spoke in opposition of the
petition. Mrs. Smith stated that she has concerns with placing a two -story duplex on
this property. Mrs. Smith further stated there are more vacant lots around this area
and if the commission approved this request what would stop other individual from
requesting to build more duplexes.
Chad Thurman, 1350 N.E. 27th Street, Paris, Texas, spoke in opposition of the
petition. Mr. Thurman stated that he had safety and traffic concerns.
Public hearing was declared closed.
Motion was made by Holland Harper, seconded by John Lee to deny the petition. Motion
carried 5 -0.
4. Public hearing to consider and take action regarding the petition of the City of Paris, to
delete, modem, and add certain land uses in the Central Area Zoning District in the Paris,
Texas Zoning Ordinance No. 1710.
John Lee stated that on Exhibit "A" (III) Definition for Columbarium needs to be changed.
Mr. Lee stated that interment needs to read inurnment.
Public hearing was declared open.
A. One individual spoke in favor.
Ray Trotter, 538 South Church Street, Paris, Texas, spoke in favor of the petition. Mr.
Trotter stated that he wanted to thank the commission for removing storage as a use in the
Central Area Zoning District.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by John Lee, seconded by Barney Bray to approve the petition, subject to
the definition of columbarium change. Motion carried 5 -0.
5. Public hearing to consider and take action regarding the petition of the City of Paris, to
include the definition of "solar farm " and allow said use to be permitted in Agricultural,
Light Industrial, and Heavy Industrial Zoning Districts, with regulations, in the Paris,
Texas Zoning Ordinance No. 1710.
Public hearing was declared open.
A. No one spoke in favor.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by John Lee, seconded by Jerry Akers to approve the petition. Motion
carried 5 -0.
6 Consideration of and action on the Preliminary Plat of Lot 1, Block A, Leatherman
Addition CB 126, located 746 W Kaufman Street.
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
Jerry Akers, seconded by John Lee to approve the preliminary plat. Motion carried 5 -0.
7. Consideration of and action on the Final Plat of Lot 1, Block A, Leatherman Addition CB
126, located 746 W Kaufman Street.
Shane Grissom reviewed the final plat with commissioners. Motion was made by Barney
Bray, seconded by John Lee to approve the final plat. Motion carried 5 -0.
8. Meeting adjourned at 6 :17 p.m.
