10 - HOMELAND SECURITY GRANT 2946702Item No. 10 memorandum TO: City Council John Godwin, City Manager FROM: Bob Hundley, Chief of Police SUBJECT: HOMELAND SECURITY GRANT 2946702 DATE: June 16, 2016 BACKGROUND: Each year, Homeland Security funds are made available through the Ark -Tex Council of Governments for funding equipment or other specific items related to response to terrorist acts and terrorism. STATUS OF ISSUE: The police department made the preliminary application for funding and was approved. In past years the grants were automatically given with the Mayor's signature verifying the expenditure. This year an additional requirement asks for a resolution from the council verifying the expenditure and acknowledging to repay funds if not used appropriately. This year's grant will fund a piece of surveillance equipment for the SWAT team. BUDGET: There is not a matching fund requirement for these funds. RECOMMENDATION: Motion to approve a resolution authorizing the receipt of grant funds. DRAFT RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; ACCEPTING A GRANT IN THE AMOUNT OF $3,836.65 FROM THE DIVISION OF EMERGENCY MANAGEMENT, OFFICE OF THE GOVERNOR, FOR PARIS SWAT EQUIPMENT GRANT PROJECT (NO. 2946702); AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR FILING APPLICATION OF SAID GRANT; MAKING OTHER FINDINGS AND PROVSIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris finds it in the best interest of the citizens of Paris, Texas that the Paris SWAT Equipment Project be operated for the 2016 year; and, WHEREAS, the City Council of the City of Paris agrees that in the event of loss or misuse of the Office of the Governor funds, the City Council of the City of Paris assures that the funds will be returned to the Office of the Governor in full; and, WHEREAS, the City Council of the City of Paris designates A.J. Hashmi, Mayor, as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council of the City of Paris accepts the grant in the amount of $3,836.65 from the Division of Emergency Management, Office of the Governor for the Hazardous Materials /Dive Rescue Project (No. 2946702).
