11 - ACCEPTANCE OF ARKTEX COG GRANTItem No. 11 Memorandum TO: John Godwin City Manager FROM: Larry Wright, Fire Chief SUBJECT: Acceptance of ArkTex COG Grant DATE: June 27, 2016 BACKGROUND: Each year monies become available through our local COG from the Office of the Governor to fund specific items related to terrorism, and infrastructure protection. For the last four years we have applied for and received grants to fund specifically our Dive Team and Hazardous Materials Team. STATUS OF ISSUE: In past years the grants were automatically given with the Mayor's signature verifying the expenditure. This year we are required to pass a resolution by Council verifying the use of these funds. The Resolution is included in the Council Packets. No matching funds are required to accept this grant. BUDGET: N/A RECOMMENDATION: Approve the Resolution accepting the grant money from the ArkTex Council of Governments, DRAFT RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; ACCEPTING A GRANT IN THE AMOUNT OF $17,057.05 FROM THE DIVISION OF EMERGENCY MANAGEMENT, OFFICE OF THE GOVERNOR, FOR A HAZARDOUS MATERIALS /DIVE RESCUE PROJECT (NOS. 3042091 AND 2946902); AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR FILING APPLICATION OF SAID GRANT; MAKING OTHER FINDINGS AND PROVSIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris finds it in the best interest of the citizens of Paris, Texas that the Hazardous Materials /Dive Rescue Project be operated for the 2016 year; and, WHEREAS, the City Council of the City of Paris agrees that in the event of loss or misuse of the Office of the Governor funds, the City Council of the City of Paris assures that the funds will be returned to the Office of the Governor in full; and, WHEREAS, the City Council of the City of Paris designates A.J. Hashmi, Mayor, as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council of the City of Paris accepts the grant in the amount of $17,057.05 from the Division of Emergency Management, Office of the Governor for the Hazardous Materials /Dive Rescue Project (Nos. 3042091 and 2946902).
