SUBJECT: DRAINAGE
DATE: June 21, 2016
BACKGROUND: We have been working on drainage projects for several weeks now, utilizing
a combination of city operating crews, our CIP crew, and contractors. Our current contractor is
charging us $150 per day for each four - person crew, and is doing a good job. However, we
cannot exceed $50,000 without competitive bids, and we will hit that limit fairly soon. Also, in
order to address the cleanup and remediation work more quickly we need more people on the
job, which may require a larger out -of -town contractor.
STATUS OF ISSUE: As indicated on the attached tentative drainage schedule, much of the
work we need to do will be using our CIP crew to perform major channel work to improve
downstream volume. However, there remain significant amounts of clearing and grubbing,
disposal, and plain cleanup. A contractor will allow us to complete that work much more
quickly, and also allow our regular operating crews (parks water & sewer, and streets) to get
back to their regular duties so we do not get too far behind on those.
BUDGET: Funds will come from the $1.8 million set aside by the city council for drainage
repairs, cleanup, and improvements.
RECOMMENDATION: Authorize bids to procure a cleanup contractor.

Notes:
• Weather, crew availability, contractor capacity, and many other factors will affect any schedule.
• We need to complete major repairs and re- establish ditches, creeks, and culverts; work needs to
begin downstream.
• Addressing drainage issues piecemeal or upstream will exacerbate problems and /or simply move
them to other properties without solving the issue.
• This is not a post -storm cleanup project; this is primarily a project to improve long- neglected
drainage facilities.
• Many drainage complaints are related to private property issues for which the city has no legal
authority or responsibility; all water in the city is not city property.
• The city is constitutionally prohibited from improving private property.
• Damage claims go through the city attorney's office.
• Many drainage issues must be addressed as part of future road improvements since roads are part
of the drainage system (e.g. we are improving drainage on Pine Bluff with the new road; Church
has drainage problems because it has been repaired dozens of times, but never rebuilt).
