05/16/2016 MINUTESMINUTES OF THE REGULAR MEETING OF THE BUILDING AND STANDARDS COMMISSION MONDAY, MAY 169 2016 3:30 P.M. 1. Johnny Norris called the Building and Standards Commission Meeting to order at 3:30 P.M. Roll was called. A. The following members were present: Matthew Allen — arrived 3:32 Chad Lindsey — arrived 3:3 4 Sally McEwin Johnny Norris Ben Vaughan Charles Richards Ken Kohls B. Staff present: Robert Talley Stephanie Harris Larry Wright Clyde Crews Debra Burge C. Others present: Skipper Steely 2. Approval of minutes from previous meeting (April 18, 2016). Ben Vaughan recommended approving the minutes, seconded by Sally McEwin. Motion carried unanimously. 7 -0 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ": A. 2605 Ridgeview; town North Estates Addition Block 1, Lot 6 Owner: Louise McKee, c/o Dustin McCreight, 2210 Wildwood Dr, Grand Prairie TX 75050 Robert Talley stated owner has passed away and property is now owned by TX Dept of Aging and Disability Services has taken ownership of this property. Robert sent letter to TX Dept of Aging and Disability Services, it was signed for, but he has not heard from. Roof covering is pealed up on west side leaking into garage. Same on east side. Building is secure. No windows broken. Several people in neighborhood have expressed interest in purchasing. Robert Talley's recommendation: Repair within 30 days, or back to commission. Johnny Norris recommends 60 days since it's owned by the State. Motion was made by Sally McEwin, seconded by Matthew Allen to accept Johnny's recommendation of 60 days. Motion carried unanimously. 7 -0 B. 738 NE 5th; City Block 72, Lot 10 Owner: Foster Stone, 1330 NE 10"', Paris TX 75460 Robert Talley stated this property was brought before BSC about a year ago. Some repairs have been done, but have stopped, and is now recommending demolition. Has not heard from owner. Deterioration along front of roof. Hole in roof on north side. Rolled shingling put up in repairs now damaged from wind, windows are broken, building unsecure. Back door open. Deterioration/missing wood on back of house and on roof. Leaking inside with water damage. Holes in floor and ceiling. Robert announced himself when walking inside, got no response. 3 men and 1 woman exited the house. Told Robert they were just "talking, hanging out." Robert alerted police to watch house. Robert Talley's recommendation: Don't feel it can be repaired. Demo within 30 days, or City will demo. Secure within 14 days, or City will do so. Johnny Norris asked if it should be secured immediately. Robert — If someone wants in, they're going to get in. Was secure, and door has been kicked in, windows broken. Sally McEwin — How long realistically until it can be demoed? Robert — 4 -5 months. But we can cut services and move up on list due to condition. Roof collapsing is a high risk. Johnny — We need to secure as best we can and try to keep people out. Ken Kohls — Are we going to get a report on this house next month? Robert - No, if we set 30 days to demo, will not come back to commission. Chad Lindsey — If we don't issue secure order, and someone gets hurt, will that come back on City? Robert — No; still belongs to owner. Motion was made by Charles Richards, seconded by Chad Lindsey to accept Robert's recommendation. Motion carried unanimously. 7 -0 C. 151 SE 23rd; Lamar Terrace Addition Block 2, Lot 36 -38 -40 Owner: Jackie Ray Barton, PO Box 81, Bagwell TX 75412 Robert Talley stated received call on this property. Letter came back unclaimed, unable to forward. Moss and vines growing on house and roof. South corner siding is busting off, underpinning coming lose because sinking/foundation damage. Wood at base of house is rotting. Steps at door are separating from house. Front window broken out. Roof leaking inside; mold and water damage. Holes in ceiling inside. Looks like some repairs were started inside, but stopped. Metal shop in back; only asking demo on front structure. Metal shop is OK. Robert Talley's recommendation: Demo within 30 days, or City has right. Ken Kohls — Does Tax Office have contact with owners? Robert — Sometimes they have a phone number, but in this case they don't. We send certified letter; publish in newspaper 10 -days prior to BSC meeting listing owner "and others." (Robert Talley) does deed research on -line. Once orders are issued, notice is sent by certified mail, then listed in the paper 10 days later. Orange sticker is placed on front of building. We do all we can to reach owners. Johnny Norris — Is structure secure? Robert — Yes. Motion was made by Ken Kohls, seconded by Ben Vaughan to accept Robert Talley's recommendation. Motion carried unanimously. 7 -0 D. 205 NE 10th; City Block 34, Lot 12 Owner: Dolores Hunt, 6902 Drew Ct, Greenville TX 75402 Robert Talley stated has not heard from owner. Nicki Brown turned in this property to check out. Robert walked through structure; unsecure, door was open, window was open. Structurally sound. May just want secure and repair orders on this. Portions of ceiling on porch have been removed. Robert Talley's recommendation: Recommend secure within 14 days, repair within 30. Johnny Norris — Are there services on house? Robert — Did not check. Will do so. Yard was sporadically being mowed, but think City had to mow it recently. Sally McEwin — What happens if we don't hear from them in 30 days? Robert — I can send it back to commission, but would probably send crew over to secure with boards. Johnny Norris — Would owners get billed? Robert — Yes. No creaks in floor, foundation solid. 1 piece of sheetrock missing on stair landing, but does not affect structure. Sally McEwin — Can you report back in 30 days if you've heard from owner? Robert — Yes. Motion was made by Sally McEwin, seconded by Ken Kohls to accept Robert Talley's recommendation. Motion carried unanimously. 7 -0 4. Code Enforcement update. 2 structures demoed: 845 Graham; we did a lot of work to try and get someone to purchase. 644 SE 9`". Rain slowing down crew for demos. 5. Discuss and act on information given to the commission. Disregard; not removed from agenda. Charles Richards feels wording of this agenda item is vague; need more detail. Robert Talley agrees. Will be more specific in future. This was left over from last meeting. 6. Future agenda items. Robert would like to add a special meeting next Monday @ 3:30 regarding 104 Bonham. Brick veneer on west wall is separating from wall. Have already tried to move this along, but not moving fast enough. Would like to present to commission to help move it along. Sally McEwin asked for information from Historical Committee. Robert — That will not be included. No bearing on this. Charles Richards — Skipper expressed concerned over old hospital. Robert — That will go in June's BSC meeting. This commission does not have a public forum. Has to be added to agenda. Sally McEwin — can we find out how many houses have been demolished and how many more on schedule for next meeting? 7. Adjournment.
