1. The meeting of the Planning and Zoning Commission on Monday, June 6, 2016, was called
to order at 5:30 p.m. by Holland Harper, Chairman.
A. The following members were present: Holland Harper, John Lee, Jerry Akers,
Barney Bray, Mike Folmar and Robert Spain
B. Also present were Alan Efrussy, Planning Manager; Shane Grissom, Engineering
Technician; Stephanie Harris, City Attorney; Carla Easton, City Engineer; Clyde
Crews, Fire Marshal; Steve Clifford, City Council; Ashley Fendley, Secretary for
the Planning and Zoning Commission and Concerned Citizens.
2. Approval of minutes from previous meetings. (April 4, 2016)
Motion was made by John Lee, seconded by Jerry Akers to approve minutes for the April
4, 2016 meeting. Motion carried 6 -0.
3. Public hearing to consider and take action regarding the petition of Franz Thiessen on
behalf of Lee Larue Trustee Estate of Billy Larue for a change in zoning from Commercial
District (C) and Single- Family Dwelling District No. 2 (SF -2) to a Commercial District
(C) with a Specific Use Permit (55 -Self StoragelMini Warehouse), on Lot 10, of City Block
316, being located at 3380 N.E. Loop 286
Public hearing was declared open.
A. One individual spoke in favor.
Franz Thiessen, 4015 Miranda Drive, Paris, Texas, spoke in favor of the petition.
Mr. Thiessen stated that he wants to construct mini - storage warehouses on the back
part of the property and a fitness center in the front. Mr. Thiessen stated that he will
be installing a privacy fence, greenery and lighting for the mini - storage
warehouses. Mr. Thiessen further stated that there will be a storm water detention
area in the middle of the property.
B. No one spoke in opposition.
C. Neither for nor against the petition.
A.D. Thompson, 3920 Alpine Drive, spoke neither for nor against the petition. Mr.
Thompson had questions about the distance between the structures and the property
lines. Shane Grissom, Engineering Technician stated that the site plan show a 30
foot set back. Mr. Thompson asked if he could have a copy of the site plan. Alan
Efrussy, Planning Manager gave him his copy.
Public hearing was declared closed.
Motion was made by Mike Folmar, seconded by Robert Spain to approve the petition,
subject to the planning manager's recommendations. Motion carried 6 -0.
4. Public hearing to consider and take action regarding the petition of Wayne Brown on
behalf of Gerald and Lisa Fulton for a change in zoning from Agricultural District (A) to a
Multi - Family Dwelling District No. 2 (MF -2) on Tract -63, A208 E Crow Survey, being
located at 4310 Pine Mill Road.
Public hearing was declared open.
A. One individual spoke in favor.
Wayne Brown, 3305 Darnell Drive, Paris, Texas, spoke in favor of the petition. Mr.
Brown stated that he wants to continue to construct more multi - family homes in
this area to be accessed off Pine Mill Road.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Barney Bray, seconded by John Lee to approve the petition, subject to
the planning manager's recommendations. Motion carried 6 -0.
S. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Brookshire 14
Addition, located at 925 Clarksville Street.
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
John Lee, seconded by Barney Bray to approve the preliminary plat, subject to the
engineering technician's recommendation. Motion carried 5 -0.
