Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, July 25, 2016. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. a. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
b. Proclamation celebrating John Chisum and western heritage.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on July 11, 2016.
6. Receive reports and/or minutes from the following boards, commissions, and committees:
a. Paris -Lamar County Health District (5 -16 -2016)
b. Traffic Commission (5 -3 -2016)
7. Receive June monthly financial report.
8. Receive June drainage report.
9. Receive demolition and code enforcement activity reports.
10. Authorize the mayor to submit a letter of support for Special Health Resources for Texas,
Inc. (SHRT) grant.
Regular Agenda
11. Conduct a public hearing, discuss and act on a Resolution authorizing the application for
Justice Assistance Grant Program #2016- H4548 -TX -DJ in the amount of $12,419.00, and
authorizing an inter -local agreement with Lamar County.
12. Receive construction update report from EST, Inc. regarding construction management
and inspections for the 2013 bond project.
13. Conduct a public hearing, discuss and act on a Resolution approving a Tax Abatement
Agreement with Potters Industries, L.L.C.
14. Discuss and act on Paris Economic Development Corporation's FY 2016 -17 budget.
15. Discuss and provide direction to staff on the FY 2016 -2017 budget for the City of Paris.
16. Discuss adoption of the International Property Management Code.
17. Discuss and act on installation of security cameras in the downtown area to address
continuing vandalism issues.
18. Discuss and provide direction on monthly mowing of the lead -in streets to the City.
19. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004 -081.
20. Adjournment.
