06/08/2016 MINUTESREGULAR MEETING MINUTES CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY June 8, 2016 4:00 P.M. Present: Chair Ruth Ann Alsobrook Linda Knox Pat Conrad Sarah Barbee Chris Dux Cindy Alcorn City Staff: Cheri Bedford, HPO Robert Talley, Code Enforcement 1. Call meeting to order at 4:02 p.m. Commissioner Absent: Council Liaison Matt Frierson Phillip Peeples Guest: Jo Ann McGlasson 2. A motion was made to approve the meeting minutes of the June 8, 2016 meeting by Chris Dux, seconded by Sarah Barbee, Motion Carried 6 -0 3. Discussion and possible action on the 1048 S. Church Street: Mrs. Mc Glasson explained that she was asked to submit a certificate of appropriateness for the paint color of her house that was painted in 2015. She explained that before she panted the house that she came to the city of Paris and talked to someone in engineering who told her that she could paint her house as long as she goes back with the existing colors. She explained that the paint was faded, and it needed repair, and the house had been painted numerous colors in the past. She did pick some colors, and went with it and felt misdirected by staff. Commissioner Dux explained to the Mrs. Mc Glasson that it is the desire that the commission and Mrs. Mc Glasson come to an equitable solution to get it into compliance. Mrs. Mc Glasson asked if there is a grant and wanted to be directed after more discussion on colors in the historic palate. After some discussion on how to get in compliance, Mrs. Mc Glasson left before there was a commission decision. Action taken: No Motion made. Commissioner Dux gave direction for the HPO and Code enforcement to work with Mrs. Mc Glasson. He recommended the denial of the existing paint colors on the house, and to work with Mrs. Mc Glasson for 6 months without any violations notices from code enforcement to work with her to get the trim painted a historic color and work with her for the body of the house after the trim is painted. He requested the HPO to bring a report back to Commission in the next month's meeting. 4. Commissioner Dux has suggested we work with the taxing entity to make sure banks, realtors, potential land owners know the boundaries of the historic district. Historic Preservation officer presented a GIS draft application map with the 2005 Historic Resource that would help significantly with this goal. 5. Robert Talley, Code enforcement officer presented houses that would be to buildings and standards commission for review. Action taken: Commissioner Dux made a motion to send all houses through to the buildings and standards as recommended by the Code Enforcement officer, Seconded by Commissioner Barbee. Motion carried 6 - 0 6.
