06/13/2016 MINUTESCITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY COUNCIL CHAMBERS 107 EAST KAUFMAN PARIS, TEXAS WEDNESDAY July 13, 2016 Minutes 4:00 P.M. Present Guests: Barbara Wilson Chris Dux Phillip Peeples Pat Conrad Linda Knox Sarah Barbee Skipper Steely David Alarid Cheri Bedford- HPO Robert Talley- Code Enforcement Supervisor Matt Frierson Council Liaison 1. Cheri Bedford called the meeting to order at 4:00 p.m. and recognized new members Skipper Steely and David Alarid. 2. Cheri Bedford asked for nominations for Chair of the Commission for 2016 -2017. Commissioner Peeples to nominate Commissioner Dux. No other nominations were made. A motion was made to elect Commission Dux by Commissioner Peeples, seconded by Commissioner Steely, Motion carried. Commissioner Dux accepted the position. At this time Cheri Bedford turned the meeting over to the new Chairman to lead. Commissioner Dux called for nominations for Vice Chairman. Commissioner Knox nominated Commissioner Barbee. No other nominations were made. A motion was made by Commissioner Knox to elect Commissioner Barbee as Vice Chair, seconded by Commissioner Peeples, motion carried. Commissioner Barbee accepted the position. Commissioner Dux called for a nomination for Secretary. Commissioner Barbee nominated Commissioner Knox. Commissioner Knox declined. Commissioner Barbee then nominated Commissioner Conrad. No other nominations were made A motion was made by Commissioner Barbee to elect Commissioner Conrad as Secretary and seconded by Commissioner Knox. Motion carried. Commissioner Conrad accepted the position. 3. Commissioner Peeples made the motion to approve the minutes of the July 1, 2016 meeting with the correction in article 5 on who seconded the motion. With the correction noted, the motion was seconded Commissioner Barbee. Motion carried. 4. Administratively approved COA and HPO report. CoA 2016 -027 813 S. Roof replacements: same color shingles Cheri Bedford gave a report that the current photos of the historic resources in the HD -1 are currently being taken using a mobile device and uploaded in the Arc GIS mapping system. These will be available to the public when complete. The Church Street District (HD -2) will follow in the fall and a plan to utilize the HPC for this inventory an survey is being developed. Cheri Bedford requested the Historic Preservation Commission attend the Main Street Training with the state coordinator, and if possible to attend, please RSVP so dinner could be prepared in advance. Meeting will be held August 9, 4: 00 p.m. — 7: 00 p.m. Commissioner Dux and Cheri Bedford are attending a Preservation conference in Mobile Alabama on July 28 — 31 sr ---CONSENT AGENDA--- [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 5. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: Code Enforcement Supervisor Robert Talley made presentation to the Commissioners. Motion was made by Commissioner Peeples, to send 1823 E Cherry, 424 Graham, 1808 Margaret, 1131 NE 14`h to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value. Seconded by Commissioner Steely, motion carried. Motion was made by Commissioner Knox, to send 950 E Polk to the Building and Standards Commission for repair. Seconded by Skipper Steely, motion carried. 6. Main Street Report: Commissioner Peeples was unable to attend the Main Street Meeting and will give a report at the next meeting. 7. Cheri Bedford, HPO asked commissioners if email worked well for packets. A paper packet will still be sent to Commissioner Barbee. The phone call prior to the meeting was also discussed, and all commissioners agreed they did not need a reminder phone call to remember to come to the meeting. 8.
