The July 13, 2016 special meeting of the Paris Economic Development Corporation was called to order
by Mr. Manning at 4:00 p.m.
Discuss and Possibly approve to discontinue the 2013 J Skinner Bakina incentive
agreement.
Mr. Manning stated the Board would discuss and possibly approve to discontinue the
2013 J Skinner Baking incentive agreement. He asked Mr. Paris to start the discussion.
Mr. Paris gave short history of J Skinner coming to Paris, Texas. The old Sara Lee
building was large enough for J Skinner to expand and add new product lines. J Skinner
invested $5.6 million for the facility and another $19.4 million more was added in
equipment and infrastructure; the total investment was $25 million. They came to Paris
to ready to invest and create jobs. On their 2012 -2017 proforma J Skinner listed the
creation of 393 jobs. The PEDC offered incentives of about $1.2 million, $196,000 was
for job training, and $982,000 was for job creation.

PEDC paid out $2500 per job created for a total of $330,000.
PEDC paid out $500 for 117 to have job training at a cost of $58,500.

One of the biggest blows to J Skinner in Paris was losing the Burger King contract. The community
should know that through June of 2016, J Skinner has invested $12.3 million into the building and
equipment at the Paris plant. Along with that investment, yearly payroll is between $3.5 and $4
million. They want to be in Paris and they are working hard to find the new product to bring to Paris.
Mr. Paris suggested that the Board discontinue the agreement, since we have not prepaid anything. Mr.
Wilson made a motion that the Board discontinues the agreement with J Skinner. Mr. Banks seconded
the motion. The vote was 5 -ayes to 0 -nays.

Mr. Banks made a motion to adjourn the meeting. This was seconded by Mr. Wilson. The vote was 5
ayes and 0 nays. The meeting was adjourned at 4:10 p.m.
