SUBJECT: 2013 BOND FUND CONSTRUCTION INSPECTION SERVICES
CONTRACT WITH EST, INC.

BACKGROUND: In April 2016, the City Council requested a third -party inspection service for
construction quality control on the remaining 2013 Bond Fund projects. As such, the City
contracted with EST Comprehensive Engineering Services (EST) for construction inspection and
monthly reporting. The original contract included full -time inspection services for
approximately 3 months, for an amount not to exceed $49,500. In order to continue with this
level of service, the contract amount must be increased accordingly.
STATUS OF ISSUE: EST has provided satisfactory inspections, monthly reporting, and
construction site management over the past 3 months. A contract extension is proposed for an
amount not to exceed $108,000, which will cover full -time construction inspection and monthly
reporting for approximately 6 months. This contract will supplement city resources to provide
continuous project oversight.
RECOMMENDATION: Authorize the City Manager to execute a contract extension for EST
Comprehensive Engineering Services in an amount not to exceed $108,000.
