At 4:00 p.m. on July 21, 2016, Mr. Manning called the monthly meeting of the Paris Economic
Development Corporation to order.
Citizens' Input
Mr. Manning invited citizens' to speak during the Citizens' Input. No one came forward and Mr.
Manning closed the Citizens' Input.
Welcome of New Board Member.
Mr. Manning and the entire Board welcomed the newest member to the PEDC Board, Mr. Derrick
Hughes. He is a graduate of Paris High School and Jarvis Christian College. Mr. Hughes is a contractor
who builds lube centers and a long time Paris resident.
Election of Officers.
The election of officers started with the election of the Chairman. Mr. Banks nominated Mr. Manning
for Chair. Mr. Wilson seconded the motion. The vote was 4 ayes — 0 nays. Mr. Manning directed the
Board to elect a Vice - Chairman next. Mr. Banks nominated Mr. Brockman. Mr. Manning seconded the

nomination. The vote was 4 -0. The next to be elected was Secretary/Treasurer. Mr. Banks nominated
Mr. Wilson. Mr. Manning seconded the motion. The vote was 4 ayes -0 nays.
Discuss and possibly approve Minutes of the June 23, 2016, Monthly Meeting and the June 30,
2016, Special Meeting.
Mr. Manning asked if everyone had read the minutes and if there were any corrections to them. Mr.
Banks made a motion to accept both of the minutes as presented. Mr. Wilson seconded the motion. The
vote was 4 ayes -0 nays.
Discuss and possibly approve June 2016 Financials.
Mr. Banks had questions on the Cash Out report; he did not see Telephone and Insurance for Mr. Paris.
The July Cash Out Report will have three months of Telephone for Mr. Paris, there were issues with
his phone carrier. The Insurance was listed under Personnel/Medical & Life Insurance. Mr. Banks
stated that he thought we were done with RPM Staffing after Paula Brownfield was hired as a PEDC
full -time employee. He did not see anything on the agenda that Chris Stout was through RPM. Mr.
Paris stated that "Paula and I were going to work together and spend some time and let the dust settle ".
Chris came in to help with the electronic filing. Mr. Wilson talked about The Depot Operations and
how next year we are going to change some of the categories. Mr. Banks asked about how long our
agreement is with JC Darnell. He thought it was for a certain number of months and we should be
looking at the agreement again. Mr. Wilson reminded us that when we bought the E -file Cabinet
System there were more computer items that JC Darnell is handling for us. Mr. Banks made a motion
to accept to the June Financials as presented. Mr. Wilson seconded the motion. The vote was 4 ayes —
0 nays.
Discuss and possibly approve the PEDC matching a $25,000 High Demand Job Training Brant
with Paris Junior College receiving the funding. The grant application is submitted through the
Northeast Texas Workforce Board.
Dr. Anglin reminded the Board that last year we approved to match the funding PJC
could get from the High Demand Job Training Grant and with the grant and the PEDC
matching funds they purchased a CNC lathe. PJC will start training students on the CNC
lathe this fall. This year if the college receives the funding, they will purchase
mechatronics trainers for their lab. This equipment trains students to work on the
mechanized equipment which companies like Campbell's Soup, Kimberly Clark, and
other companies have. The students who take this training are PJC regular students,
students sent from industry, and dual- credit students (those in high school taking extra
college course work). Mr. Banks asked if there was any other way to get the funds that
Dr. Anglin was requesting. Dr. Anglin explained how they apply for all grants with
equipment knowing they can use it in the Workforce Programs. Mr. Banks was concerned
that Type A Economic Development Corporations aren't allowed to spend money on this
type of funding. Dr. Anglin thought last year when they applied for the High Demand Job

Training Grant there were letters of support from local industry attached to the
application. Ms. Harris, City Attorney, said she will research Type A EDCs matching the
grant funds. Mr. Wilson made a motion to encourage the Board to approve the PEDC
portion of this grant funds towards Dr. Anglin's application unless it is advised not to do
so by the City Attorney. Mr. Banks seconded the motion. The vote was 4 -ayes to 0 -nays.
Discuss and possibly approve Proposed 2016 -2017 Budget.
Mr. Paris went through the line items in the budget. Personnel went up this coming year because Mr.
Paris salary will be for a whole year and Ms. Brownfield is a full -time employee. In Administration
Expenses some of the line item numbers were changed. The Utilities number was increased so all
utilities could be put in that line item instead of under the Depot Operations line item. As you can see,
the Depot Operations line item was decreased for that same reason. The Industrial Park Maintenance is
at $14,000 mainly because we are in the middle of three -year contracts for grounds maintenance; this
is an area we will revisit when the contracts are up. The Administration Budget decreased by $47,530.
Under Marketing and Promotion we dropped the budget on the Secure Jobs; we increased the budget
for Lamar County Days. Mr. Banks had questions on whether we got any benefit from attending the
Lamar County Days in Austin. His example was of one function sponsored and paid for by Lamar
County with a total of 36 attendees; 22 from Lamar County and 14 from Texas state government. He
calculated that 61% of the people at the reception were from Paris. Mr. Wilson stated that he visited
with Kathleen Jackson from the Texas Water Development Board about water rights for a long time
and after that she visited Paris. Ms. Jackson talked to community leaders about water rights, service
rights and the lakes around our area. This is a great way to lobby for Paris and Lamar County and to
get our voices heard. The line item for the Industry Attraction Video is for the PEDC's portion to have
a marketing video produced that will showcase our industries. We are doing this in conjunction with
the Lamar County Chamber of Commerce and the Visitors and Convention Bureau so that all three
videos will give Paris a consistent brand. Also, we will be incorporating snippets of the video into our
social media. The $75,000 in the Marketing & Promotion line item is divided between the marketing
opportunities that Mr. Paris is cultivating through TEAM Texas and other groups the PEDC is
associated with and ROI, a marketing and leads company, which we are going to work with in the
coming year. Mr. Wilson added that the law for EDCs states that you can only spend 10% of your
budget each year on marketing. It also says that if you haven't spent your marketing budget in a past
year it carries over to the next year for you to spend. Under the Job Training lines we've decreased a
few amounts and taken out a few line items. Also, we've added the Results Training Incentive to this
section from the Direct Business Incentives section. Mr. Wilson told everyone that the Capital
Expenses line item 2305 NW Loop 286 was not in the budget because there is no approval by the
PEDC Board or the City Council. Also, the bids for a building at this site have not come in yet, so it is
not known what kind of cost will be incurred. After all the bids are in then the Board can decide
whether or not to go forward with the project. If we want to go forward with the project, then we will
need to go before the City Council for their approval. Mr. Banks made a motion to accept the budget
as presented. Mr. Hughes seconded the motion. Vote was 4 -ayes to 0 -nays.

Executive Director's Monthly Report.
• Airport: Representatives from the Chamber of Commerce, the City Council, the
Airport Board and the PEDC met to discuss Cox Field. Our thanks go to Mr. Stout
who did the research and put a lot of information together for us. We need to review
our lease rates and the airport's assets so we can start to promote them. What we are
finding is that our airport has no presence. The airport is an asset, but right now there
is no reinvestment back into the airport. Also, the PEDC should look into marketing
some of the space at the airport as industrial space.
• Website and Data: Mr. Stout has been working diligently to update our economic
data. The IEDC (International Economic Development Council) has a large
spreadsheet with the questions and information that site selectors want to know when
looking at communities to match with an industry's needs. Mr. Stout has been able to
populate the RFPs that we get from the Governor's Office with the data that he has
updated. Mr. Stout has been looking at websites to see what we need to change and he
found that the PEDC is shown on the City of Paris as part of the Chamber of
Commerce and the Chamber is listed at two addresses.
• Select USA: Mr. Paris stated that he has been working on six prospects from the
Select USA Conference in Washington, DC. This week 170 leads came in from the
conference; 13 EDCs with TEAM Texas have the list, but it's a great start to get the
PEDC building connections.
• IFT (International Food & Trade Show) The IFT was in Chicago, IL. Mr. Paris said "I
found out at this trade show the future is in cricket protein ". We were 1 of 10 entities
that went with TEAM Texas. We thought it would be mainly about manufacturing,
but the companies were also looking warehouse and distribution space for goods.
• Mr. Manning and I conducted PEDC orientation with both Derrick Hughes (New
PEDC Board Member) and Billy Trenado (New City Council Liaison) a few weeks
ago. We also invited both of them to go to the next Tax Seminar sometime in
September.
