08/10/2016 MINUTESREGULAR MEETING MINUTES CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY COUNCIL CHAMBERS 107 EAST KAUFMAN PARIS, TEXAS WEDNESDAY AuEust 10, 2016 Commissioners Present: Chris Dux, Chair Sarah Barbee, Vice Chair Pat Conrad, Secretary Skipper Steely David Alarid Linda Knox City Staff: Cheri Bedford, HPO Robert Talley, Code Enforcement Chairman Dux called the meeting to order at 4:00 p.m. Absent: Council Liaison Matt Frierson Phillip Peeples Guest: John Godwin 2. A motion was made to approve the meeting minutes of July 13,2016 by Commissioner Barbee, seconded by Commissioner Conrad, motion carried. 3. CONSENT AGENDA - -- [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. Ifany Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] Discussion and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. Chairman Dux asked the commissioners if there were any properties that they would want to pull for review from the consent agenda individually. Commissioner Steely asked to pull all the listed properties from the consent agenda to review. Code Enforcement Supervisor Robert Talley made presentation to the Commissioners on all properties. A motion was made by Commissioner Steely and seconded by Commissioner Alarid to send Items A& B to building and standards motion carried. The following properties were recommended to send to the Building and Standards Commission for repair. Item C Motion by Commissioner Knox and seconded by Commissioner Conrad, motion carried Item D. Motion by Commissioner Alarid and seconded by Commissioner Knox motion carried. Item E: Motion by Commissioner Barbee, seconded by Commissioner Conrad, motion carried Items F. Motion by Commissioner Alarid, seconded by Commissioner Knox, motion carried 4. Commissioner Peeples was absent and was not able to give a Main Street Report. 5. Cheri Bedford, HPO gave commissioners a copy of the secretary of interior standards, and gave a brief update of the conference. Commissioner Dux also made comments about what he learned at the NAPC conference. The list of administratively approved COA 's was presented to the commissioners. • COA # 2016 -32 554 S. Washington- Small fence 6 Commissioner Dux will give a report from the NAPC conference at the next HPC meeting 7.
