5:30 O'CLOCK P.M.
The meeting of the Planning and Zoning Commission on Monday, August 1, 2016, was
called to order at 5:30 p.m. by Jerry Akers, Vice - Chairman.
A. The following members were present: John Lee, Jerry Akers, Barney Bray, Mike
Folmar, Robert Spain and Chad Lindsey
B. The following members were absent: Holland Harper
C. Also present were Alan Efrussy, Planning Manager; Carla Easton, City Engineer;
Stephanie Harris, City Attorney; Steve Clifford, City Council; Clyde Crews, Fire
Marshal; Ashley Fendley, Secretary for the Planning and Zoning Commission and
Concerned Citizens.
2. Approval of minutes from previous meetings. (July 5, 2016)
Motion was made by Mike Folmar, seconded by John Lee to approve minutes for the July
5, 2016 meeting. Motion carried 5 -0.
Robert Spain arrived at 5:31 p.m.
3. Public hearing to consider and take action regarding the petition of Blake Thomas on
behalf of Chad Brown for a change in zoning from General Retail District (GR) to a
General Retail District with a Specific Use Permit (SUP) for a Tattoo Shop, on the City of
Paris Block 315, Lot part of 1 -A, being located at 3605 N.E. Loop 286, Suite 400A.
Public hearing was declared open.
A. One individual spoke in favor.
Blake Thomas, Houston, Texas, spoke in favor of the petition. Mr. Thomas stated
he had a shop in downtown Paris, Texas called Inkwell Tattoo and Art Gallery a
few years ago. Mr. Thomas stated they moved to Houston, Texas and are coming
back to Paris, Texas. Mr. Thomas further stated that he hopes the commission will
approve the change in zoning so he can reopen his shop here in Paris, Texas.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Chad Lindsey, seconded by John Lee to approve the petition.
Motion carried 6 -0.
4. Consideration of and action on the Final Plat of Lot 1, Block A, Love's Subdivision U.S.
HWY271, located in the 3200 Block of North Main Street.
Carla Easton reviewed the final plat with commissioners. Motion was made by Barney
Bray, seconded by Robert Spain to approve the final plat. Motion carried 6 -0.
S. Consideration of and action on the Master Plat of Lot 1, 2 and 3, Block A, Pecan Place
Phase IV, located at 4300 Block of Pine Mill Road.
Carla Easton reviewed the master plat with commissioners. Motion was made by Mike
Folmar, seconded by Barney Bray to approve the master plat, subject to the city engineer
recommendations. Motion carried 7 -0.
6 Consideration of and action on the Preliminary Plat of Lot 1 and 2, Block A, Pecan Place
Phase IV -A, located at 4300 Block of Pine Mill Road.
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
Chad Lindsey, seconded by John Lee to approve the preliminary plat. Motion carried 6 -0.
7. Meeting adjourned at 5:39 p.m.
