October 10, 2016
The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
October 10, 2016, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas.

Opening Agenda
Call meeting to order.
Mayor Hashmi called the meeting to order at 5:30 p.m.
2. Invocation.
Gene Anderson gave the invocation.
3. Pledge of Allegiance.
Council Member Lancaster led the pledge.
4. Citizens' Forum.
Cleonne Drake, 2501 Simpson Street — she expressed appreciation to city water
department employees for their hard work in repairing the main water leak that occurred over the
weekend. She also expressed appreciation to Danny Edwards and John Godwin for the manner
in which they handled the situation. She asked that a report be given at the next council meeting
regarding the drainage cleanup.

Dina Cooper Morris, 1017 Old Jefferson Road — she expressed appreciation to city staff
for the cleanup of Old Jefferson Road. Ms. Morris said they had been experiencing a ration of
speeding vehicles on Old Jefferson Road.
Consent Agenda
Mayor Hashmi inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. Council Member Drake asked for discussion on item 12.
Council Member Drake said she would like additional information as to why Ron Hobbs
Architects was selected over the two other firms. City Manager John Godwin explained that the
firm had more experience with public safety facilities and he had worked with them in the past.
Mayor Hashmi inquired if Denney Architects would be able to complete the project in the same
timeframe. Paul Denney confirmed they would be able to do so.
Following further discussion, a Motion to table this item in order to receive additional
information from the city manager was made by Mayor Hashmi and seconded by Council
Member Drake. Motion carried, 6 ayes — 0 nays.
With the exception of item 12, a Motion to approve the consent agenda was made by
Council Member Clifford and seconded by Council Member Drake. Motion carried, 6 ayes — 0
nays.
5. Approve minutes from the meeting on September 26, 2016.
6. Receive reports and/or minutes from the following boards, commissions, and committees:
a. Paris Municipal Band Commission (4 -21 -2016)
b. Paris Public Library Advisory Board (8 -17 -2016)
c. Planning & Zoning Commission (8 -1 -2016)
7. Authorize the city manager to execute agreements with non -profit agencies to perform
services for the City, to -wit: Lamar County Historical Society, New Hope Center of
Paris, Children's Advocacy Center, East Texas Council on Alcohol/Drugs, CASA for
Kids, Lamar County Human Resources Council, Safe -T Shelter Agencies, and Northeast
Texas Trail Coalition.
8. Approve the Final Plat of Lot 1, Block A, MK Properties Addition City Block 286,
located at the S.E. corner of 27th N.E. and E. Price Street.
9. Approve the Final Plat of Lot 1, Block A, Stallings Addition, City Block 328, located in
the 300 Block of S.W. 34"' Street.
10. Approve the Master Plat of Lots 1 and 2, Block A, AAA Mini Storage Addition City
Block 298, located in the 1300 Block of N.W. Loop 286.

11. Approve the Final Plat of Lot 1, Block A, Potters Industries LLC 305 Addition, located in
the 2100 Block of Park Street.
12. Authorize the city manager to execute an agreement with Ron Hobbs Architects for
design and related tasks for construction of a new EMS station.
Regular Agenda
13. Continue the public hearing, discuss and act on an Ordinance regarding the petition of
Timothy Waugaman and Vera Wright for a change in zoning from Single - Family
Dwelling District No. 3 (SF -3) to a Single - Family Dwelling District No. 3 (SF -3) with a
Specific Use Permit (39- Mobile Home), on Block 3, Lots 7 through 10, of the Colonial
Addition, being located at 1450 West Walker Street.
Mayor Hashmi continued the public hearing and asked for anyone wishing to speak in
support or opposition, to please come forward. With no one speaking, Mayor Hashmi closed the
public hearing.
Planning Manager Alan Efrussy explained the property was located in an existing single -
family residential neighborhood, the property was currently a vacant lot, the property was
currently zoned One Family Dwelling District (SF -3), that the Planning and Zoning Commission
unanimously recommended denial of this request, and that was the recommendation of staff.
At the request of Mayor Hashmi, City Clerk Janice Ellis read the letter from Timothy
Waugaman and Vera Wright. Following additional discussion, a Motion to deny the zoning
change was made by Mayor Hashmi and seconded by Council Member Lancaster. Motion
carried, 6 ayes — 0 nays.
14. Conduct a public hearing, discuss and act on an ORDINANCE NO. 2016 -029: AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS,
AS HERETOFORE AMENDED, SO AS TO REZONE LOT 1B, CITY BLOCK 306,
BEING LOCATED AT 425 N.E. LOOP 286, IN THE CITY OF PARIS, LAMAR
COUNTY, TEXAS, FROM A COMMERCIAL DISTRICT (C), TO A COMMERCIAL
DISTRICT (C) ADDING A SPECIFIC USE PERMIT (52) FOR SELF -
STORAGE/MINI WAREHOUSE TO THE EXISTING PROPERTY; DIRECTING A
CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY;
PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS
CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in
support or opposition, to please come forward. Lisa Coder spoke in support of this zoning
change. With no one else speaking, Mayor Hashmi closed the public hearing.

Mr. Efrussy explained the Planning and Zoning Commission's approval was contingent
in part upon the applicant's addressing the request of the public works director for a utility
easement and that was done. Mr. Efrussy said it was staff's recommendation to approve the
zoning change with a specific use permit and approve the associated site plan.
A Motion to approve this item was made by Council Member Clifford and seconded by
Council Members Drake and Trenado. Motion carried, 6 ayes — 0 nays.
15. Conduct a public hearing, discuss and act on the petition of Evan Evans on behalf of
Sami Ebrahim for a change in zoning from Commercial District (C) to a Commercial
District (C) with a Specific Use Permit (45 -Auto Fuel Sales), on City Block 170 -C, Lot
15, being located at 2735 South Church Street.
Mr. Godwin said it was staff's recommendation to open the public hearing and continue
it to a date uncertain.
Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in
support or opposition of this item, to please come forward. With no one speaking, Mayor
Hashmi continued the public hearing to a later date.
16. Discuss and act on ORDINANCE NO. 2016 -030: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 31, TRAFFIC
CODE, OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS
REGULATING THE PARKING OF MOTOR VEHICLES ON CERTAIN PUBLIC
STREETS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; PROVIDING A PENALTY CLAUSE; A SAVING CLAUSE; A
REPEALER CLAUSE; A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
Mr. Godwin said approval of this item would restrict the hours of operation of the time -
limited parking to business hours Monday through Saturday, allowing downtown residents to
park at their homes without restriction, while not interfering with daytime business activities.
A Motion to approve this item was made by Mayor Hashmi and seconded by Council
Member Clifford. Motion carried, 6 ayes — 0 nays.
17. Second reading, discuss and vote on an Ordinance of the City Council of the City of
Paris, Texas, Granting to Oncor Electric Delivery Company LLC, its Successors and
Assigns, an Electric Delivery Franchise for the Non - Exclusive Right to Use and Occupy
Public Rights -of -Way within the City of Paris for the Construction and Operation of an
Electric Transmission and Distribution System; Prescribing Conditions Governing the
Use of the Public Rights -of -Way; Providing for Compensation therefor; Providing for an
Effective Date and a Term of said Franchise; Providing for Written Acceptance of this
Franchise; Providing for the Repeal of all Existing Franchise Ordinances to Oncor
Electric Delivery Company LLC, its Predecessors and Assigns, and Finding that the

Meeting at which this Franchise is Passed is Open to the Public; and Providing for
Severability.
Mr. Anderson explained this was the second of three readings.
A Motion to approve this reading was made by Mayor Hashmi and seconded by Council
Member Drake. Motion carried, 6 ayes — 0 nays.
18. Convene into Executive Session pursuant to Section 551.087 of the Texas Government
Code, (1) to discuss or deliberate regarding commercial or financial information that the
governmental body has received from a business prospect that the governmental body
seeks to have locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development negotiations; or
(2) to deliberate the offer of a financial or other incentive to a business prospect described
by Subdivision (1), as follows: Kimberly - Clark.
Mayor Hashmi convened City Council into executive session at 6:08 p.m.
19. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
Mayor Hashmi reconvened City Council into open session at 6:18 p.m. and said that
Kimberly -Clark was in compliance with their agreement.
20. Consider and approve future events for City Council and /or City Staff pursuant to
Resolution No. 2004 -081.
No future events were referenced.
21. Adjournment.
There being no further business, a Motion to adjourn was made by Mayor Hashmi and
was seconded by Council Member Clifford. Motion carried, 6 ayes — 0 nays. The meeting was
