10/12/2016 MINUTESREGULAR MEETING MINUTES CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY OCTOBER 12, 2016 Present Chris Dux - Chairman Skipper Steely Pat Conrad- Secretary David Alarid Linda Knox Sarah Barbee Vice Chair City Staff Cheri Bedford- HPO, Main Street Manager Robert Talley- Code Enforcement officer Absent Leah Rolen Matt Frierson, Council Liaison Guest: Barbara Wilson Lisa Walker 4:00 P.M. 1. Chairman Dux call meeting to order at 4:20 p.m. 2. Commissioner Dux explained that the new Main Street Liaison, Commissioner Rolen, had a previous engagement and was not able to attend. 3. Approval of minutes from previous meeting September 14, 2016 Commissioner Alarid motioned to approve, Commissioner Barbee Seconded, motion carried 6 - 0 4. CONSENT AGENDA Robert Talley was present to give a report on the following houses recommended for demolition.: A. 2645 W HOUSTON, SPERRY'S 3RD ADDITION BLOCK 1, LOT 11 B. 626 NW 5TH, CITY BLOCK 89A, LOT 4 C. 538 NW 11 TH, CITY BLOCK 83, LOT 13 D. 251 NW 25TH, SPERRY'S 3RD ADDITION BLOCK 2, LOT E PT OF 4 E. 424 W SHILOH, CITY BLOCK 89, LOT 10(SHED) F. 449 NE 11 TH, CITY BLOCK 69B, LOT 7 After hearing the report and seeing pictures, a motion was made to accept the recommendation of code enforcement and send items A, B,CD,E, & F to the Building and Standards. The commission determined that the structures cannot be rehabilitated or designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. Commissioner Conrad made the motion, seconded by Commissioner Knox, motion carried 5 - 0, and Commissioner Steely abstained, 5. Discussion and Action on the following Certificate of Appropriateness COA #2016 -046 Fagade Repair 221 S. Main Street Lisa Walker attended the meeting as the representative for Harrison, Walker & Harper, She told the commission that the removal of the existing fagade was in response to apiece of the fagade coming off, When investigation tookplace it was discovered that all the boards holding on the slip cover fagade were deteriorated and needed replacing. Lisa explained that the slip cover was removed and numbered, and a new framing material will be installed to return the slip cover to the exact specification as it was before repair. A motion to approve the COA #2016 -046 was made by Commissioner Knox, seconded by Commissioner Conrad, motion carried 6 - 0 6. Commissioner Dux asked each commissioner if they are willing to report on a section of the design standards monthly -style and influence. a. Architectural Heritage & Development -David Alarid b. Style and influence- Skipper Steely c. Building Characteristic -Linda Knox d. Building Components- Chris Dux e. Materials- Pat Conrad f. Signs and Historic Buildings- Sarah Barbee 7. Report on Stand Alone Districts- Commissioner Steely gave a report of the standalone historic districts and their present condition. He recommends for future nominations for standalone districts, the neighborhood around the nomination could be a place to reach out and effort to include anyone interested in the process. He also recommended that the commission look ways to incentivize the property owners. Commissioner Steely felt that the commission should have an outreach to the National Register district and the Historic District property owners and inform them of the incentives. He recommended there be a tax break by council, or at least some sort of outreach yearly to make the National Register and Historic District more exciting to property owners. Commissioner Dux reminded the commission that there is a tax abatement freeze on City Taxes for improvements. Commissioner Steely had some questions why some wouldn't want to be on National Register or Local Landmark. Commissioner Steely offered to research other towns to see what the incentives are that make people want to own property in the district. Barbara Wilson who is a guest made the comment that the owners ofproperty have to initiate the process of Standalone and National Register, and for properties that have been demolished, keeping the property in the district would encourage appropriate infill. 8. Texas Treasure Business Award: In the absence of Commissioner Rolen, Cheri Bedford passed out the invitation to the commissioners to the Texas Treasure Business Award on November 14Th 9. Cheri Bedford took questions on any COA's approved in house. There were no questions Administratively approved COA's. CoA 2016 -039 523 S. Future Agenda items: Next meeting Commissioner Steely and Commissioner Alarid will give their reports on the design standards. 11.
