SUBJECT: 2016 TxCDBG — CD PROGRAM ENGINEERING SERVICES FOR
DICKSON & ORANGE INFRASTRUCTURE IMPROVEMENTS

BACKGROUND: In 2015, the City applied for a grant through the Texas Community
Development Block Grant Program — Community Development Fund (TxCDBG — CD),
administered by the Texas Department of Agriculture for the replacement of water lines, sewer
lines and street repair on Dickson Street from 9`" NW to 11 th NW, and also a sewer line
replacement along Orange St. The City has been awarded this grant for the 2016 -17 budget year,
providing $275,000 toward plan development and construction of the proposed improvements.
Professional services for engineering are needed to develop the plans and specifications for the
project.
STATUS OF ISSUE: A request for qualifications for engineering services was advertised and
three firms responded. Each submittal was evaluated in accordance with the state procurement
procedures, and Birkoff, Hendricks & Carter LLC (BHC) was selected as the most qualified
firm.
The grant amount available for engineering services is $30,000, and includes design, bidding and
construction management services. BHC has provided satisfactory services on past projects
under the TxCDBG program for the City.
BUDGET: The grant requires a 20% match by the City in the amount of $55,000, for a total
proposed project cost of $330,000. Funds are designated in the 2016 -17 grant fund budget.
RECOMMENDATION: Authorize the City Manager to execute a contract for professional
engineering services with Birkoff, Hendricks & Carter LLC (BHC) for the Dickson Orange
Infrastructure Improvements project.
