Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, December 12, 2016. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Recognition of Amanda Willows and Coleman Morris for their leadership in raising
funds to purchase lifesaving equipment as part of the Lamar County Adopt -A- Cop
Program.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on November 14, 2016.
6. Receive reports and/or minutes from the following boards, commissions, and
committees:
a. Planning & Zoning Commission (10 -17 -2016)
b. Airport Advisory Board (8 -18 -2016 & 9 -15 -2016)
c. Main Street Advisory Board (9 -13 -2016)
d. Paris Public Library Advisory Board (10 -19 -2016)
e. Paris Economic Development Corporation (10 -18 -2016)
f. Historic Preservation Commission (10 -12 -2016)
7. Receive October monthly financial report.
8. Receive October drainage report.
9. Receive demolition and code enforcement activity reports.
10. Approve a Resolution Designating an Official Newspaper for the City of Paris.
11. Approve the Final Plat of Lot 1, Block A, Paris /Lamar County Habitat Addition 51,
located at 934 Dickson Avenue.
12. Authorize city manager to issue a letter of support of the JRB Regional Coordination
Committee's efforts to implement effective land use planning near military bases.
13. Authorize change order 3, authorize final payment in the amount of $156,615.15, close
out Contract B2 Utilities Project with Pittard Construction, and accept improvements.
14. Approve a Resolution Reaffirming Resolution No. 2016 -020 of the City Council of the
City of Paris, Texas "Adopting a Citizen Participation Plan and Grievance Procedures;
Adopting a Section 3 Policy regarding Job Training, Employment and Contracting
Opportunities for Section 3 Residents; Adopting a Section 504 Policy and Grievance
Procedures relating to Nondiscrimination based on Handicap in Federally Assisted
Activities; Reaffirming Resolution No. 2015 -018 approving a Policy against the use of
Excessive Force during Non - violent Civil Rights Demonstrations; Reaffirming the
Proclamation of April, 2016 as `Fair Housing Month' in the City of Paris, Texas;
Designating a Civil Rights Officer; All as required by TXCDBG Regulations to Obtain
Funding through a TXCDBG Main Street Program from the Texas Department of
Agriculture (TDA); Making other findings and provisions related to the subject; and
providing an effecting date;" Adopting a Code of Conduct; Adopting a Fair Housing
Policy; Making other findings and provisions; providing an effective date.
15. Approve a Resolution Designating Authorized Signatories for Contractual Documents
and Documents for Requesting Funds pertaining to the Texas Capital Fund Program
(TCF) Contract Number 7216361.
16. Approve a contract with Birkoff, Hendricks & Carter LLC (BHC) to provide engineering
services for the Dixon Orange Infrastructure Improvements project.
Regular Agenda
17. Receive input from citizens, discuss and act on a presentation regarding streets bond
projects.
18. Continue the public hearing, discuss and act on an Ordinance regarding the petition of
Jerry and Lynda Stephens for a change in zoning from Single - Family Dwelling District
No. 2 (SF -2) to a Multi- Family Dwelling District No. 2 (MF -2) on City Block 262, Lots
8A and 12, being located at 1240 NE 20" Street. (A motion to remove this item from the table is required
before deliberating.)
19. Conduct a public hearing, discuss and act on an Ordinance regarding the petition of Billie
Joe Gant for change in zoning from a split zoning of Single - Family Dwelling District No.
2 (SF -2) and Multiple - Family Dwelling District No. 1 (MF -1) to a single zoning of
Multiple - Family Dwelling District No. (MF -1), on City Block 259, Lots 18 & 19, located
at 610 N.E. 25' Street.
20. Discussion on theft problem and sale of stolen property within the City of Paris.
21. Discussion and possible action on the City of Paris' requirement of natural gas service
inspections and acceptance of inspections by Atmos Energy after 90 days of no service.
22. Receive status update on the installation of security cameras in the Downtown area from
the Police Chief.
23. Discuss construction of an airport hangar and provide direction to staff.
24. Discuss and act on an Ordinance granting a taxicab license to David L. Thompson d/b /a
Lone Star Cab Company.
25. Discuss and act on an Ordinance granting a taxicab license to Transportation Providers,
LLC d/b /a City Cab.
26. Discuss and act on an Ordinance granting a taxicab license to Raney Day Enterprises,
Inc. d/b /a Yellow Cab.
27. Discuss and act on an Ordinance of the City of Paris, Texas, Amending Article V to
Chapter 21 of the code of Ordinances of the City of Paris, Texas; Providing for
Prohibiting Loud and Raucous Noises which are Deemed Offensive to Persons of
Ordinary Sensibilities; providing for a penalty not to exceed $500.00; repealing all
Ordinances or parts of Ordinances in conflict herewith; providing a severability clause;
and providing for an effective date.
28. Discuss development practices and procedures.
29. Discuss and act on naming of the street located at North Main and Campbell Soup
entrance.
30. Discuss and act on a Resolution Approving the Private Re -Sale of Multiple Tracts of Tax
Foreclosed Properties, and Authorizing the Mayor to Execute Deeds.
31. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
pending or contemplated litigation and/or on matters in which the duty of an attorney to
his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of
Texas, clearly conflict with this chapter, as follows: First National Bank Building, 104
Bonham Street.
32. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
33. Consider and approve future events for City Council and /or City Staff pursuant to
Resolution No. 2004 -081.
34. Adjournment.
