AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE
CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES
ESTABLISHED BY THE ZONING MAP OF SAID CITY j ESTABLISHING
A COMMERCIAL DISTRICT (C) ON WTS 9-A AND 10, CITY BLOCK
220, ON PROPERTY BEWNGING TO ST. JOSEPH'S HOSPITAL AND
HEALTH CARE CENTER AND L. P. MCCUISTION COMMUNITY
HOSPITAL, DBA MCCUISTION REGIONAL MEDICAL CENTER, SO AS
TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS
MULTIPLE FAMILY DWELLING DISTRICT NO. 1 (MI<'-I);
DESIGNATING THE BOUNDARIES OF THE COMMERCIAL DISTRICT
(C) SO EST ABLISHEDj PROVIDING FOR A PENALTY NOT TO EXCEED
$2,000.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE
DATE OI<' JULY I, 2000,
WHEREAS, the City Council of the City of Paris, Paris, Texas, has previously received
a request for an amendment to the zoning ordinance of the City of Paris; and,
WHEREAS, the City Council has subsequently referred said request for amendment to
the Planning and Zoning Commission for its review and recommendation in accordance with the
City zoning ordinance and Stale law; and,
WHEREAS, the Planning and Zoning Commission did conduct a public hearing on said
proposed amendment to the City zoning ordinance and, following said hearing, made formal
recommendation to the City Council regarding said proposed change; and,
WHEREAS, the City Council of the City of Paris did subsequently conduct a public
hearing on the aforesaid proposed amendment to the City zoning ordinance, and having considered
the recommendations of the Planning and Zoning Commission and the testimony and evidence
introduced at said public hearing, found and determined that approving the aforesaid zoning
change would be consistent with the comprehensive plan of the City of Paris, consistent with the
City zoning ordinance, and in the best interests and to the benefit of the public health, safety, and
welfare of the citizens of the City of Paris; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OI<' PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble of this ordinance are hereby in all
things approved.
Section 2. That the boundaries heretofore established by the Zoning Map and Ordinance
No. 1710 of the City of Paris, Paris, Texas, be, and the same are hereby, changed, and that a
COMMERCIAL DISTRICT (C) be, and the same is hereby, established on LOTS 9-A AND 10,
CITY BLOCK 220, being also referred to as numbers 105 and 115 19th Street N.E., on property
belonging to ST. JOSEPH'S HOSPITAL AND HEALTH CARE CENTER AND 1. P.
MCCUISTION COMMUNITY HOSPITAL, DBA MCCUISTION REGIONAL MEDICAL
CENTER, so as to include in such COMMERCIAL DISTRICT (C) the hereinafter described
property, which was formerly and is presently designated as a MULTIPLE F AMIL Y DWELLING
DISTRICT NO.1 (MF-l), and that the boundaries of said COMMERCIAL DISTRICT (C), be,
and the same are hereby, established as follows:
TRACT ONE:
SITUATED within the corporate limits of the City of Paris, County of
Lamar, and State of Texas, being a part of the George W. Cox Survey A-164, also
being Lot 9-A, City Block 220, and being all of that certain lot described in deed
from John Ernest Boyd, et ux, Audrey Mae Boyd, to 1. E. Andrew, et ux, Jean
Boyd Andrew, dated July 4, 1970, recorded in Volume 517, Page 33, Deed
Records of Lamar County, Texas, and being more particularly described as
follows:
BEGINNING at a '12 n rebar set for corner, being On the west boundary line
of 19th Street N. E., being on the northeast corner of a tract of land also known as
Lot 9 as described in a deed to John W. McCoy, Jr., et ux, dated December 15,
1977, recorded in Volume 598, Page 318, Deed Records of Lamar County, Texas,
said point also being N 0 Deg. 17 Min. 38 Sec. E a distance of 150 feet from the
intersection of the west boundary line of said 19th Street N. E. with the north
boundary line of Lamar Avenue, also known as U.S. Hwy 82;
THENCE N 89 Deg. 37 Min. 15 Sec. W a distance of 90 feet to a '/2 n
rebar set for a corner, being on the northwest corner of said Lot 9, being on the
east boundary line of a tract of land also known as Lot 8 as described in a deed to
Jean Andrew, dated August 3, 1990, recorded in Volume 171, Page 26, Real
Property Records of Lamar County, Texas;
THENCE N 0 Deg. 15 Min. 23 Sec. E along the east boundary line of said
Lot 8 a distance of 114.60 feet to a '/2" rebar set for a corner, being on the
northwest corner of said Lot 9-A, being N 89 Deg. 34 Min. 21 Sec. W a distance
of one foot from the most southerly southwest corner of a tract of land also known
as Lot 10 as described in a deed to Eddie Andrew, dated July 24, 1965, recorded
in Volume 432, Page 466, Deed Records of Lamar County, Texas;
THENCE S 89 Deg. 34 Min. 21 Sec. E a distance of 90.05 feet to a '12 n
rebar set for a corner, being on the northeast corner of said Lot 9- A and being on
the southeast corner of said Lot 10, being on the west boundary line of said 19th
Street N.E.;
THENCE S 0 Deg. 17 Min. 38 Sec. W along the west boundary line of
said 19th Street N.E. a distance of 114.60 feet to the place of beginning and
containing 0.237 acres of land, being number 105 19th Street N.E.

SITUATED within the corporate limits of the City of Paris, County of
Lamar, and State of Texas, being a part of the George W. Cox Survey A-164, also
being Lot 10, City Block 220, and being all of that certain lot described in deed
from James T. Scott, et ux, Billie J. Scott, to Eddie Andrew, dated July 24, 1965,
recorded in Volume 432, Page 466, Deed Records of Lamar County, Texas, and
being more particularly described as follows:
BEGINNING at a '/2" rebar set for a corner, being on the west boundary
line of 19th Street N. E. and being on the northeast corner of a tract of land also
known as Lot 9-A as described in a deed to 1. E. Andrew, et ux, Jean Boyd
Andrew, dated July 10, 1970, recorded in Volume 517, Page 33, Deed Records
of Lamar County, Texas, also being the southeast corner of said Lot 10 and being

west boundary line of 19th Street N.E. with the north boundary line of Lamar

THENCE N 89 Deg. 34 Min. 21 Sec. W a distance of 89.05 feet to a 1/z ~
rebar set for a corner, being on the north boundary line of said Lot 9-A and being
on the east boundary line of a tract of land known as Lot 8 as described in a deed

set for a corner, being on the northeast corner of said Lot 8;
THENCE N 89 Deg. 06 Min. 43 Sec. W a distance of 75.93 feet to a '/z"
rebar set for an angle point, being on the northwest corner of said Lot 8 and being
on the most northerly northeast corner of a tract of land known as Lot 6 as
described in a deed to David W. Glass, dated December 30, 1983, recorded in
Volume 665, Page 925, Deed Records of Lamar County, Texas;
THENCE N 87 Deg. 48 Min. 56 Sec. W along a fence line a distance of
74.94 feet to a '/z" rebar set for a corner, being on the northwest corner of said Lot
6 and being on the east boundary line of a tract of land known as Lot 13 as
described in a deed to Fred Eatherly, et ux, dated October 19, 1993, recorded in
Volume 395, Page 193, Real Property Records of Lamar County, Texas;
THENCE N 0 Deg. 49 Min. 28 Sec. W along the fenced east boundary line
of said Lot 13 a distance of 50.87 feet to a '/2 n rebar set for a corner, being on the
northwest corner of said Lot 10 and being on the southwest corner of a tract of
land known as Lot 11 as described in a deed to H. D. Montgomery, dated March
3, 1948, recorded in Volume 304, Page 371, Deed Records of Lamar County,
Texas;
THENCE S 89 Deg. 01 Min. 20 Sec. E along a fence line a distance of
240.90 feet to a '/z n rebar set for a corner, being on the southeast corner of said
Lot 11 and being on the northeast corner of said Lot 10, and being on the west
boundary line of said 19th Street N.E.;
THENCE S 0 Deg. 17 Min. 38 Sec. W along the west boundary line of
said 19th Street N.E. a distance of 67.45 feet to the place of beginning and
containing 0.319 acres of land, being number 115 19th Street N.E.
Section 3. That the Chief Building Official of the City of Paris be, and he is hereby,
directed to change the Zoning Map of the City of Paris in accordance with the provisions of
Ordinance No. 1710 and the land use map accompanying the same, and in accordance with the
provisions of this ordinance.
Section 4. That any person violating any of the provisions of this ordinance shall be guilty
of a Misdemeanor, and, upon conviction, shall be fined in any sum not to exceed $2,000.00, and
each and every day's continuance of any violation of the above-enumerated sections shall
constitute and be deemed a separate offense.
Section 5. That all ordinances or parts of ordinances in conflict herewith are hereby
expressly repealed.
Section 6. That this ordinance shall become effective July 1, 2000.
