1. Call meeting to order at 4:02 by Chairman Dux
2. Approval of minutes August 10, 2016 Motion to approve the meeting minutes of the August
10, 2016 meeting by David Alarid, and seconded by Skipper Steely. Motion Carried
3. Action on the following Certificates of Appropriateness
1. COA 2016 -40 111 Lamar Avenue, Green Boutique, Josiah and Kari Daniel
Back of the building improvements and freight entrance.
Josiah and Kari Daniel were available to present their improvements. The property owner
is improving the rear of their historic building and came to the commission because it is
visible from the street. They stated that they were told by a former commission that they
didn't need a Certificate of Appropriateness about rear improvements and had begun the
process. They informed the commission they had received approval for painting the rear of
the building where there was already existing paint. Their plans is to open a bricked in
freight entrance of the building and install a mahogany wooden freight door without
handles in the place of that opening. They also plan to remove a metal blanker panel
covering the windows over the exit doors in the back and restore the windows. The metal
entrance door will be replaced with a double wooden door.
A motion to approve the COA as presented made by Commissioner Pat Conrad,
seconded by Commissioner Linda Knox, motion carried.
2. COA 2016 — 41 -Lot 14, block, Lamar entrance of 7 E. Plaza, former Kress Building.
Removal of dilapidated materials, restoration of brick and mortar, fagade improvements.
Colton and Jana Sanders presented their Certificate of appropriateness for the removal of
dilapidated materials, restoration of brick and mortar, fagade improvement. Mr Sanders
stated that he had experienced storm damage earlier in the year and needs to repair the
Lamar Avenue side of the former Kress building, noting this is not the primary fagade. He
has researched for historic photos and hadn't turned up anything. Without any historic
evidence of what existed previously, he sought help from the Texas Main Street design
architects through a design review to help guide him with a rendering of what is
appropriate. He plans on doing some investigation demo of the area, and depending on
what he finds would like to restore to one of the suggested designs from the Texas Main
Street Program.
Commissioner Barbee made the motion to approve the investigative demolition of the
building, and depending on what historic materials remain either repair the windows, or
make fagade improvements..
4. Coordinator Report: Cheri let the commissioners know that Commissioner Peeples has
resigned because of he received a new job, and the Main Street Board will appoint a new
liaison to replace Commissioner Peeples. There were no questions about the COA's
administratively approved.
5. Commissioner Dux led the review and discussion on the City of Paris code of ordinances and
the duties and responsibilities as they are related to Historic Preservation and Buildings and
Standards.
6 Commissioner Dux tabled the discussion on Design Standards and report from National
Alliance of Preservation Commission Conference.
7. Commissioner Knox asked for an update on Commissioners Alarid's building located at 104
Bonham. Commissioner Dux asked for the criteria for the designation for National Register,
Recorded Texas Landmarks, and Local Landmarks to be emailed out with the next agenda
packets.
8. Hearing n future agenda items, Commissioner Barbee made the motion to adjourn at
