AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY
OF PARIS, BE AMENDED BY ADDING A SECTION 7-103 TO SAID CODE
ESTABLISHING MECHANICAL PERMIT FEES; PROVIDING FOR A
PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris, Paris, Texas, finds and determines that
significant costs are incurred by the City in processing permits and performing inspections under the
City's Mechanical Code; and,
WHEREAS, the City Council deems it appropriate to assess a portion of those costs on the
parties seeking permits and inspections pursuant to said Code; and,
WHEREAS, the Texas Local Government Code, the City Charter, and the Constitution and
laws of the State of Texas authorize the City to assess fees and costs incident to the regulation of
mechanical systems within the City; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all things
approved,
Section 2. That a Section 7-103 be, and the same is hereby, added to the Code of Ordinances
of the City of Paris, Paris, Texas, to read as follows:
"Sec. 7-103. Permit and inspection fees when building permit is not required.
"The following fees shall be required of all applicants seeking action under
this chapter when a building permit is not required:
"(a) Initialfee,
"For issuing each permit ".""""""""" $15,00
"(b) Additional Fees,
"(1) Fee for inspecting heating, ventilating, ductwork, air
conditioning, and refrigeration systems shall be $10,00 for the
first $1,000.00, or fraction thereof, of valuation of the
installation plus $2.00 for each additional $1,000.00, or
fraction thereof,
"(2) Fee for inspecting repairs, alterations, and additions to
an existing system shall be $5,00 plus $2,00 for each
$1,000,00 or fraction thereof,
"(3) Fee for inspecting boilers (based upon Btu input):

"(c) Fee for Reinspection, In case it becomes necessary to make
a reinspection of a heating, ventilation, air conditioning or
refrigeration system, or boiler installation, the installer of such
equipment shall pay a reinspection fee of $5,00,
"(d) Temporary Operation Inspection Fee, When preliminary
inspection is requested for purposes of permitting temporary
operation of a heating, ventilating, refrigeration, or air conditioning
system, of portion thereof, a fee of $5,00 shall be paid by the
contractor requesting such preliminary inspection, If the system is
not approved for temporary operation on the first preliminary
inspection, the usual reinspection fee shall be charged for each
subsequent preliminary inspection for such purpose,
"(e) Self-Contained Units Less Than Two Tons, In all buildings,
except one and two family dwellings, where self-contained air
conditioning units of less than two tons are to be installed, the fee
charged shell be that for the total cost of all units combined,"
Section 3. That any person violating any of the provisions of this ordinance shall be guilty
of a Misdemeanor and, upon conviction, shall be fined in any sum not to exceed $2,000,00, and each
and every day's continuance of any violation of the above-enumerated section shall constitute and
be deemed a separate offense,
Section 4. That all ordinances or parts of ordinances in conflict herewith are hereby
expressly repealed,
Section 5. That this ordinance shall become effective on December 1, 2000,
PASSED AND ADOPTED this 13th day of November, 2000,
