12/05/2016MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF THE CITY OF PARIS, TEXAS December 5, 2016 The City Council of the City of Paris met for a special session at 5:00 p.m. on Monday, December 5, 2016, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: A.J. Hashmi Council Members: Billie Lancaster; Aaron Jenkins; Billy Trenado; Steve Clifford; and Cleonne Drake City Staff John Godwin, City Manager; Stephanie Harris, City Attorney; Janice Ellis, City Clerk; Carla Easton, City Engineer; Larry Wright, Fire Chief; Bob Hundley, Police Chief; and Priscilla McAnally, Library Director Absent: Council Member: Matt Frierson 1. Call meeting to order. Mayor Hashmi called the meeting to order at 5:05 p.m. 2. Consider and take action on Ordinance No. 2016 -037: AN ORDINANCE AUTHORIZING THE ISSUANCE OF THE CITY'S GENERAL OBLIGATION BONDS, SERIES; 2016; APPROVING THE USE OF A PAYING AGENT/REGISTRAR AGREEMENT; ENGAGING BOND COUNSEL AND FINANCIAL ADVISOR; PROVIDING THE PLEDGE OF FUNDS FOR THE PAYMENT OF THE BONDS; AND ENACTING OTHER PROVISIONS RELATING TO THE ISSUANCE AND SALE OF THE BONDS. Mayor Hashmi explained the City had 10 million dollars left from the original bond sale and the City needed to issue about 8.8 million dollars toward water and sewer line replacements. A Motion to approve this item was made by Mayor Hashmi and seconded by Council Members Drake and Clifford. Motion carried, 5 ayes — 0 nays. 3. Discuss and act to remove Skipper Steely and David Alarid from the Historic Preservation Commission pursuant to the Code of Ordinances, City of Paris, Texas Sections 2 -302, 2 -303 and 2 -306, and the City of Paris Policies and Procedures for Standing Boards, Commissions, and Committees. Mayor Hashmi inquired of City Manager John Godwin if there were any criminal charges and Mr. Godwin said there were no criminal charges. Council Member Trenado arrived at 5:07 p.m. Mayor Hashmi said he was opposed to removing someone from a board just because of differences. Council Member Drake said she was opposed unless a board member had broken Special Council Meeting December 5, 2016 Page 2 the law. Council Member Clifford said he may not agree with what Mr. Steely and Mr. Alarid say, but he did not feel it was appropriate to remove them from the board and he was very much opposed. He said no one knew as much history about Paris as did Mr. Steely. Council Member Trenado questioned board policies and if the two board members had met with staff. He said it appeared that the two board members wanted to simply do what they wanted to do. Mayor Hashmi said his opinion was that everyone could voice their opinion. Council Member Trenado inquired if the two board members participated in discussion and Mr. Godwin said they did participate in the meetings, which included the board and city staff members. Council Member Jenkins and Lancaster were opposed to removing the two board members. A Motion to deny removal of both board members was made by Mayor Hashmi and seconded by Council Member Clifford. Motion carried, 5 ayes — 1 nay, with Council Member Trenado casting the dissenting vote. 4. Adjournment. There being no further business, a Motion to adjourn was made by Mayor Hashmi and was seconded by Council Member Drake. Motion carried, 6 ayes — 0 nays. The meeting was adjourned at 5:15 p.m. A.J.
