1. The meeting was called to order 4:00 P.M by Commissioner Dux
2. A motion was made to approve the minutes of the November 9, 2016 meeting by Commissioner
Alarid, seconded by Commissioner Steely, motion carried 7 -0
3. Consent Agenda items:
Discussion and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of
Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to
determine whether such buildings or structures can be rehabilitated and designated on the
National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic
property as designated by the City Council of the City of Paris.
Commissioner Steely asked to pull item 3B 408 N.E. 10th from the consent agenda
for future discussion.
A motion was by Commissioner Alarid made to send Item 3A -1420 W. Cherry to the
Buildings and Standards Commission since it cannot be rehabilitated or designated on
the National Register of Historic places, recorded as a Texas Historic Landmark, or as
a property designated by the City Council of the City of Paris. Motion was seconded by
Commissioner Barbee, motion carried 7 -0
Chairman Dux requested discussion on item 3B be moved to the end of the agenda
because of the significant amount of certificates of appropriateness. All commissioners
agreed.
Commissioner Dux then asked the commission if they were ok with hearing the COA in
a different order than listed on the agenda based on the amount of time needed for
some. All commissioners agreed.
4. Discussion and Action on the following Certificate of Appropriateness:
Item 4E: COA # 2016 -59 208 S. Main Street: Harrison Walker & Harper; Perry's
off the Square. Marvin Gorley represented the company and explained that the
restaurant needed some signage for added visibility for the restaurant. Their
proposal included two banner type signs on the poles in front of the restaurant, and
4 banners stacked two on top of two on the sign pole on the NE corner of the lot. He
presented the design and stated he had checked the historic color pallet for
appropriate colors. He brought a sample of the sign, and informed the commission
that they would be adding some wording to explain that it is a restaurant such as
burgers and steaks. Mr Gorley said he appeared before the commission because he
was asking for 75 square of signage, 25square feet more than is allowed in historic
district without Commission review. He explained that because of Right of Way
issues he might not be able to put 4 banners on the pole, which would change the
square footage proposed. There was some discussion as to if the pole by the street
was going to be painted. A motion was made by Commissioner Knox to approve the
additional signage requested, seconded by Commissioner Rolen, Motion carried
7 -0.
Item 4A: COA #2016 -55 523 Church Street: Matt and Amelia Frierson Window
and door repair and replacement.
Ms. dalane Pointer represented the Frierson's, and explained that there was an
existing side porch that is currently a side screen porch that they want to replace 8
windows and two French doors with casement crank out windows. She brought
pictures. She also stated there was some water damage and repairs that need to be
taken care of She brought extra photos for the commissioner to review.
Commissioner Dux asked if the crank out casement windows is going to be a single
pane or double hung windows as presented in her supporting materials. Ms.
Pointer stated single pain glass windows.
Commissioner Dux clarified the importance of going back to original material if
possible and also keep important architectural features unique to the style and
structure of the building. He noted that the simulated window sash design 1 13of the
way down from the top of the existing screen windows. He made mention that the
windows being proposed would change the look of a very large area of the
structure by replacing a large divided area with a large window. He requested that
the owner's research and put an artificial check rail in the windows they choose
and if this was possible. M. Pointer stated that she agreed and thought it was
possible. Commissioner Dux also asked if it is possible to keep the original door
frame, but make a recessed space in the case that if someone in the future would
want to restore the door entry it would be easier. Ms. Pointer said she thought that
was possible. A motion to approve COA with the recommended changes was
made by Commissioner Steely, seconded by Commissioner Alarid, motion carried
7 -0
Item 4F: COA # 2016 -60 606 Church Street: Sims Norment Roof replacement. Mr
Norment introduced himself and stated that his house is the only house on Church
Street with a wooden shingle roof. He also stated that his roof has some places
where composition shingles are already being used. He intends to replace his
wooden shingles with a color of composition shingles that are very close in color
and texture of the wooden shingles. Chairman Dux asked Mr. Norment if he would
mind if he addresses the commission with some items to consider before they
discussed the Certificate of Appropriateness.
Chair Dux read the Secretary of Interior of Standards that is guiding the
commission. He discussed preservation briefs with the commission. He asked the
commission to be aware that the process they had in front of them is not a matter of
personal taste whether things should be approved or denied. He also read the
section of the SOIS brief of substitute materials. He had some concerns that the
removal distinctive features, or significant changes of distinctive features of the
historic districts could result in the removal of National Register district
designation. He wanted the commission to understand that too many changes could
jeopardize others ability to receive the tax credits if indeed the Historic
designations were revoked.
Mr Sims was then asked to return to present his Certificate of Appropriateness. The
question was asked if the lath roofing was intact, Mr Norment referred to Mr
Hoskins who stated that it was intact. Mr. Norment also stated that the roof was
put on in 1923. Commissioner Dux noted that the wooden shingles were a
significant and distinctive feature to his home. Mrs. Norment said she would like to
preserve the roof, but it is very difficult to maintain and is a safety hazard. Mr
Norment explained that they have looked very hard to find something that would
make this roof look like a wooden roof. Mr. Dux complimented Mr Norment efforts
to preserve the building and goes way beyond. Commissioner Barbee made the
motion to approve the shingles as presented, seconded by Commissioner Conrad,
motion carried 7 — 0.
Item 4B: COA #2016 -56 205 E. Houston: Lyle Edwards Replacement Garage door.
Mr Edwards stated that he wanted to replace an existing garage door with a new
metal garage door. Mr Steely asked if Mr Edwards is living in the building. Mr
Edwards noted the GYM was built in 1939, and the metal building was built in the
later 1970's. A motion was made to approve by Commissioner Steely, seconded by
Commissioner Barbee, Motion carried 7 -0
Item 4D: COA # 2016 -58 205 E. Houston: Lyle Edwards, Gate and Fence
Chairman Dux noted the gate that is being presented is a very contemporary gate.
Mr Edwards expressed that he needed a sliding gate that needed to be wide and
heavy, and a large swing gate was hard to deal with. Commissioner Steely asked if
he was looking for privacy and Mr Edwards said yes. Commissioner Dux stated
the gate can be removed in the future and would not harm any historic fabric.
Commissioner Steely asked Mr Edwards if he could paint the gate the color of the
building and there were a lot of colors in the historic color palate. Mr. Edwards
agreed to paint the gate the color of the building. Commissioner Steely made the
motion to approve the gate as presented with the color of the gate to match the
structure of the building, seconded by Commissioner Knox, motion carried 7 - 0
Item C COA # 2016 -57 205 E. Houston: Lyle Edwards, Remodel of entryway
Mr. Edwards explained that when he purchased the building it had no roof and
doors, and has done a lot of improvements to the building to preserve it and
everything that was there will still be there and removable if someone else wanted
to take it out. Commissioner Dux stated that the proposed fireplace with slate rock,
and see through fireplace was very contemporary, and didn't maintain the integrity
of the design of the building, nor does it meet any of the design standards.
Commissioner Steely asked if Mr Edwards could put a third door back in the
building instead. After discussion of the surrounding neighborhood and the
landscaping in front of the building, a motion was made to deny the certificate of
appropriateness by Commissioner Alarid, since it is not in keeping with the
integrity of the building or the neighborhood. Seconded by Commissioner Barbee,
motion carried 7 — 0.
5. Review of the design standards: This item is tabled for the next meeting.
The commission returned to item 313: 408 10th SE.
Commissioner Steely stated that he had done some research and the house was willed to the
deceased owners heir in Houston upon her death. The deceased left 6 properties with back
taxes over $50,000. He has been in discussion with another relative who may have some
interest in the property. Commissioner Dux stated the house didn't appear to have any
significant architectural features. Commissioner Steely asked if he could do a little more
research on the house and contact the relatives to see if the house could be rehabilitated by
another heir or not. He noted that the house could potentially be designated as a historic
landmark and not many of the houses of this size and character are left in Paris.
Commissioner Steely made the motion to postpone action for 30 more days while he
continues to contact the heirs and see if there is interest in rehabilitating. Motion was
seconded by Commissioner Rolen, Motion carried 7 - 0
Item 6: HPO report
COA 2016-51221 Bonham St. Paint HC 154 on trim around windows
COA 2016 -52 221 Bonham St. Sign for Parisian Class with Southern Sass
COA 2016 -53 205 E. Houston- Landscaping and replacement sidewalk
COA 2016 -54 205 E. Houston- Repair of lintels of existing windows.
Historic preservation officer gave the report of the COA's approved in house. All were minor
exterior alteration as listed in Section 7 —1 58 of the Historic Preservation Ordinance.
Commissioner Knox asked why the sign for Parisian Class was approved in house. HPO stated
that this sign met the sign ordinance and the historic sign ordinance requirements.
Hearing no other future items, a motion was made to adjorn at S: 30 p. m by Chairman Dux,
seconded by Commissioner Knox, Motion carried 7 -0
