Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, January 23, 2017. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on January 9, 2017 and January 11, 2017.
6. Receive reports and /or minutes from the following boards, commissions, and committees:
a. Historic Preservation Commission (12 -14 -2016)
7. Receive December monthly financial report.
8. Receive December drainage report.
9. Receive demolition and code enforcement activity reports.
10. Award the bid to Liberty National Bank to serve as the city's depository beginning March
1, 2017 and ending February 28, 2019.
11. Approve a Resolution in Support of and Urging Immediate Action for Development and
Implementation of Construction Improvements by the Texas Department of
Transportation on US Highway 271 between Tyler and Paris, Texas and points north.
12. Approve a Resolution Requesting the Sheriff or a Constable to Re -sell Tax Foreclosed
Properties in accordance with Texas Property Tax Code Section 34.05.
13. Approve a Resolution authorizing the execution of a professional services agreement
with Resource Management & Consulting Company to provide administrative services
for an anticipated Texas Department of Housing & Community Affairs HOME Fund
grant.
Regular Agenda
14. Discuss and act on waiving of permit and construction disposal fees for residential
renovations within the City for a period of ninety days.
15. Discuss drainage issues located at 3915 Shannon Drive, and provide direction to city
staff.
16. Discuss and act on an Ordinance Amending Chapter 5, "Animals and Fowl" Section 5 -1"
"Definitions," and Section 5 -3 "Animal Control" of the City of Paris, Texas to Establish
`Temporary' Ownership Allowing Vaccination to Shelter Animals; making other findings
and provisions related to the subject; providing a repealer clause, a savings clause; and
declaring an effective date.
17. Discuss sanitation holiday collection, and provide direction to staff.
18. Convene into Executive Session pursuant to:
A. Section 551.071 of the Texas Government Code, Consultation with Attorney, to
receive legal advice from the City Attorney about pending or contemplated
litigation and /or on matters in which the duty of an attorney to her client under the
Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas
clearly conflict with this chapter, as follows: Cause No 86108, New Cingular
Wireless PCS, LLC d /b /a AT &T Mobility v. City of Paris, et al, 62nd Judicial
District Court, Lamar County, Texas.
B. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate
regarding commercial or financial information that the governmental body has
received from a business prospect that the governmental body seeks to have
locate, stay, or expand in or near the territory of the governmental body and with
which the governmental body is conducting economic development negotiations;
or (2) to deliberate the offer of a financial or other incentive to a business prospect
described by Subdivision (1), as follows:
• Prospect Sun Bird
• Prospect Whittle Stick
• Prospect Iron Rod
19. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004 -081.
21. Adjournment.
