Maur ashmi "dressed appreciation to Edwin Pickle and Keep Paris Beautiful for their donation toward the 12e , landscaping category and said other categories would include best architecture, intenorle Ong, and best renovations. He also said there was an award of $5,000 being donated by a generous donor for the home that gets the most votes based on criteria which will be set forth by the organizing committee. Mayor Hashmi then presented a modified idea of "Street of Dreams." He said the City was spending an enormous amount of money on infrastructure on one of the streets in town, with new water and sewer lines, new sidewalks, and a newly paved road which was one of the most travelled streets in town. Mayor Hashmi said the street was Pine Bluff and the project was expected to finish in the summer of 2017. He depicted photographs of the old historic homes from years past and said a number of the homes had either become dilapidated or uninhabited or Regular Council Meeting January 9, 2017 Page 3 just unkempt. Mayor Hashmi proposed the idea of organizing a rejuvenation project on Pine Bluff Street in which the City helps the residents in bringing the old glory back by assisting residents of that area. He suggested 1) assisting residents of that area by allowing them easy deliverability of permits for renovations; 2) waiving of permitting fees for those who want to improve the homes in that area; 3) Offer the home loan improvement program through the banks that is already in place; 4) Start strict code enforcement; 5) cleanup city owned properties on that street, and maintain them; and 6) give tax abatements (which already exist) on improvements that are made, inform and assist local residents on how to obtain and apply for them. Mr. Godwin said there were at least two property owners who would benefit, and added a lot of problems were inherited because either there were no codes or the codes were not enforced at that time. Council Member Trenado said if it was constitutional to correct this problem, then he would like to do so. Council Members Jenkins and Lancaster agreed with Council Member Trenado. It was a consensus of City Council that the City Attorney study this issue and advise the City Council. It was also a consensus if the City could constitutionally work on this property, for the staff come up with a plan and bring back a cost estimate. Mayor Hashmi explained they woufc� yell apnately $11 million in bonds. He further explained there were two options an d one w s�10c 1, ie certificates of obligation and the other was to place it on a ballot. Mayor Hashmi said, had received only positive comments and he favored certificates of obligation at this point. Council Members Jenkins, Trenado and Lancaster agreed with Mayor Hashmi. Council Member Frierson said he had received some push back on this from citizens. He inquired about the amount normally issued by the City. Mr. Anderson said he could research it, but he knew the City had issued $5 million in bonds in the past and was confident they had not gone over $10 million. Council Member Frierson inquired how the $11 million was reached and Mayor Hashmi said from the PJC annexation. Council Member Frierson said several people thought they were capitalizing on the PJC vote and forcing a tax rate increase. Mayor Hashmi said yes, the City was capitalizing on the PJC vote and were raising the tax rate, but that citizens Regular Council Meeting January 9, 2017 Page 5 would still be paying less in property taxes and would have their streets redone. He also said they were not fixated on the streets listed and he was fine with $10 million. Mayor Hashmi said the City was in a fortunate situation. Council Member Drake said she had been contacted by citizens who were for and who were against this, although both sides said something needed to be done. Council Member Frierson asked if this was a maintenance issue and if it was budgeted. Mr. Godwin said maintenance projects were in the budget, such as chip seal and the budget was around $460,000 for that. Citizen Don "Pinky" Wilson said if they issue certificates of obligation, they would be raising the taxes without a vote of the citizens. He invited Connell Members to go with him and look at streets. He asked they consider overlay of streetsch was a lot less expensive. He said they needed to sit down and analyze what they w Ong in street maintenance. Mayor Hashmi said they had not decided the streets and the , 'fs wee estimates. Mr. Wilson said he did not like the idea of issuing $10 million doll f onds an i d finding a project. He said what the City had was a lack of maintenance the last couple= ears. Mr. Godwin said as a result, the City did not fund any of the program. Council Member Trenado agreed that it was a very good program. State Director for Dixie Baseball said Paris was the only City who had not done anything for the baseball program and they would like the City to be a partner, because Dixie does bring State tournaments to the City. A Motion to support the program in the amount of $8,000 was made by Council Member Trenado. Council Member Drake asked where the funds would come from. Mr. Godwin said the money could be absorbed in the budget. Following additional discussion, Council Member Regular Council Meeting January 9, 2017 Page 8 Trenado amended his Motion to support the program in the amount of $6,000 and it was seconded by Council Member Jenkins. Council Member Drake said she had requested this item and asked for a timeline on clean-up of ditches in Johnson Woods between Clarksville Street and Clark Lane. Public Works Director Jerry McDaniel gave an update on drainage work i+te City which included a timeline of nine months. She said she would like to start a clean- �,_ojec`ong this area, provide trash containers, and that she could get volunteers. Mr. Godwin y were working on the area and if they got the trash containers, he believed that people wo d use them. It was a consensus of City Council to place trash containers along the West Trail de Paris. 26. Discuss the holiday sanitation schedule for the upcoming year. Council Member Drake stated that several people had contacted her in regard to trash not being picked up during holidays. Mr. Godwin provided City Council with a schedule and said that not all the zones got the same number of pick -ups. Council Member Drake said trash trucks did not run on Friday due to weather and there were homes that still had trash sitting by the Regular Council Meeting January 9, 2017 Page 9 curbs. She said she was not against city employees getting holidays but perhaps they could come up with options for when they have a weather day, or holiday or simply look at a different way of getting notification to citizens. Council Member Lancaster said in the past Wednesday was used as a make -up day. Mr. Godwin advised he would bring some options to City Council. Council Member Drake said they might also want to look at curb side recycling. 27. Reconvene t Open ion and possibly take action on those matters discussed in Executive Ses n, ..�� Mayor Hashmi reconvened City Council into open session at 5:27 p.m. He said attorney advice was sought on a letter received from the engineering firm that was hired by the city in reference to 104 Bonham Street. Mayor Hashmi read part of the letter sent by the engineering firm and stated that anyone who wished to obtain a copy could request a copy from the city. He specifically referred to the engineer's recommendation: "We recommend that the brick on the west wall be removed above a level of approximately the fourth floor, as soon as possible, due to risk of collapse." Mayor Hashmi said he felt it was necessary to call this meeting because of health and safety concerns for the residents, and the community. He said this was a very travelled street and again expressed concern about the risk of the building falling. Mayor Hashmi said the city had already taken some precautions by placing a fencing around the building, but he felt at this point that the electricity to the building should be turned off and the owner be asked to fix the problem at the earliest possible time. Council Member Lancaster said she felt it was important they handle the safety of the building and from what she had read in the report, it was too dangerous. She said they could not risk the citizens' lives or their well- being, and she thought the electricity should be turned off so the repairs could start immediately. Council Member Jenkins agreed with Mayor Hashmi and Council Member Lancaster. Council Member Trenado said safety was first and they had to protect the community. He said this had gone pn long enough.
