Item No. 17 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: SANITATION HOLIDAY COLLECTION <br />DATE: January 17, 2017 <br />BACKGROUND: On January 9 the council discussed making changes to the collection <br />schedule related to holidays. For the last several years, council- approved policy has required that <br />if a collection falls on a city holiday (there are ten annually), those collections are skipped. In <br />response to discussion on the 91h, we offered to bring back some options for the council to <br />consider. <br />STATUS OF ISSUE: One option would be to continue as is, but try to educate /communicate <br />better so that residents do not put solid waste out on a non - pickup day. The other extreme would <br />be to pick up waste regardless of holidays; this would be the most expensive option due to <br />overtime costs, and also have an impact on employee holidays. <br />More middle -of -the road options include: <br />• Eliminate the maximum amount that may be set out following a missed collection day. <br />• Use Wednesday as a catch -up day, so that Monday holidays would be shifted forwards <br />one day. This would result in some additional OT, but pick up any Monday holidays. <br />• Use Saturdays as a catch -up day. This would also result in some additional OT, and <br />would pick up any Thursday or Friday holidays. <br />• Use only major family holidays, like Christmas and Thanksgiving, as sanitation holidays, <br />reducing the number of missed days from 10 to perhaps 2 -4. <br />• Make up all missed days on Wednesday, Saturday, and /or Sunday. This would be the <br />most expensive option and also the most disruptive to staff. It also sometimes confuses <br />residents. <br />BUDGET: Some changes would affect overtime costs. <br />RECOMMENDATION: Provide direction to staff on any changes desired. <br />
