1. The meeting was called to order 4:01 P.M by Commissioner Dux
2. A motion was made to approve the minutes of the December 14, 2016 meeting by
Commissioner Alarid, seconded by Commissioner Steely, motion carried 6 -0
3. Consent Agenda items:
Discussion and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City
of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to
determine whether such buildings or structures can be rehabilitated and designated on the
National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic
property as designated by the City Council of the City of Paris.
Commissioner Steely made a motion to remove items A. C.• 910 W Chera building
behind garage), and D: 204 NW 241h from the consent agenda for discussion, and
approve the consent agenda Items B: 427 NW 11 112 Street, E: 1248 NW 161h, and F:
344 NW 5th to be sent to the Buildings and Standards Commission. The motion was
seconded by Commissioner Barbee, motion carried 6 — 0
The following items were discussed:
Item A: 408 N.E. 10th SE Commissioner Steely reported that he had heard back from the heir of
the house and they want to sell the house and Commissioner Alarid has made arrangements to
call and discuss purchase of the property. He also stated that he had talked to the Mayor about
abating the taxes instead of the house, and asked the commissioners if they thought that was
good. He stated that he had also talked to Tracy Pounders, the property attorney out of Dallas,
and try to get the house on the tax sales open to the public. He asked the commissioners to see
what they thought would be best for the property. He also states that the property hasn't been
secured. Motion was made by Commissioner Alarid to remove the property from the building and
standards order to demolish for the 180 days. Seconded by Commissioner Steely, motions
Carried 6 — 0
Item C: 910 W. Cherry (structure behind the garage) Commissioner Knox made the motion to
send the structure to Building & Standards, Motion seconded by Commissioner Barbee, motion
carried 6 — 0
Item D: 204 NW 241h Commissioner Steely researched the house and noted that in 2006 the
owner bought it and didn't pay taxes, and it was not put up for sale in their last sale. He noted
that someone was inside when he went by and said he thought it was homesteaded. He noted that
it had architectural significance for the area. Commissioner Steely made the motion to send the
structure to the Building and Standards Commission since it cannot be rehabilitated. Motion
seconded by Commissioner Barbee, motion carried 6 — 0
Commissioner Steely made the comment he wished the Appraisal District could let the
commission know if some of the historic homes are in jeopardy. He thinks the houses could be
saved, and put back on the tax rolls instead of sold as a vacant lot after demolition.
4. Paul Denney presented the First United Methodist Church Youth Building Cross and Flame
logo signage: 322 Lamar Ave. Mr. Denney stated this was a part two of the original COA for
the FUMC youth building. He described the cross and flames were made of a reverse channel
metal, and the colors will be the colors of the Methodist Church red and black, and it was
noted that the Cross and Flames exceed the amount of signage that can be approved in house
in the historic district. A motion was made to approve the signage as presented by
Commissioner Alarid, seconded by Commissioner Conrad, motion carried 6 -0
5. Review on Design Standards: Commissioner Dux informed the guest in the audience that
they are working on self - training and reviewing the design standards.
A. Commissioner David Alarid - Architectural Heritage and Development Pages
36 -39 Commissioner Alarid noted the four different periods 1845 —1877 houses
were made of had hue wood and wood siding, 1877 caused a complete change,
1877 —1916 gothic revival, after the 1916 fire new codes were brought in, and
then 1925 - 2017 the modern panels and the influence they had development of
Paris as listed in the Design Standards. She referred to the handouts given by
Commissioner Steely.
Commissioner Dux mentioned the cognoscente of the fact that there are ADA and
Fire Codes when encouraging redevelopment and assist with balancing with
historic features with new requirements.
B. Commissioner Skipper Steely -Styles and Influence Pages 40 — 44 gave a report to
the commission referring to the design standards that can be downloaded from the
city of Paris website, and also provided handouts with suggested readings. Copies
of the handouts are available on request. He also noted that some of the houses
that are used in the design standards are not in Paris, but examples of different
styles.
The agenda listed the replacement of Georges Preston's Attorney awning on 14 -16
Clarksville, which was damaged by wind. It was approved in house, and will be replaced
with a smaller profile and a color selected in the approved color pallet for the historic district.
Commissioner Steely asked for an update on the Lamar hospital and a house located at 623
6t' ST at the next meeting.
Commissioner Steely made the motion to adjourn, motion carried 6 — 0
