SUBJECT: DESIGNATION OF ONE ALTERNATE TO THE ZONING BOARD OF
ADJUSTMENT

BACKGROUND: Section 16 -100 of the City Zoning Ordinance requires five members be
appointed to serve on the Zoning Board of Adjustment, each to serve for a term of two years.
The policy also allows for City Council to appoint two alternate members, who shall serve in the
absence of one more of the regular members.
STATUS OF ISSUE: The Board has been operating regularly with four members due to an
illness of one of the members. There are instances when four votes are necessary in order to
approve an item, which could create a hardship for the City to conduct regular business in certain
instances.
City staff advertised for two alternate positions with the Paris News, EParis Extra, as well as the
City's web -site. City staff previously received one application for two alternate positions, and
one alternate was appointed by City Council on January 9. Since that time, City staff has
received an application from Mihir "Mark" Pankaj.
BUDGET: N/A
RECOMMENDATION: Appoint one member to serve in an alternate position.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPOINTING ONE ALTERNATE MEMBER TO THE ZONING BOARD OF
ADJUSTMENT OF THE CITY OF PARIS, TEXAS, IN ACCORDANCE WITH
SECTION 16 OF THE CITY ZONING ORDINANCE AND THE CITY'S
POLICIES AND PROCEDURES FOR STANDING BOARDS, COMMISSIONS
AND COMMITTEES; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Section 16 -100 of the City of Paris, Texas Zoning Ordinance No. 1710
states in part that the Board of Adjustment shall consist of five (5) members, each to be
appointed by Resolution of the City council for a term of two years, and that the City
Council may appoint two alternate members to the Board of Adjustment who shall serve in
the absence of one or more of the regular members when requested to do so by the Mayor
or City Manager as the case may be; and
WHEREAS, the alternate members to the Zoning Board of Adjustment are needed to
help form a quorum when some of the five regular members are not present; and
WHEREAS, there is currently one alternate member on the Zoning Board of
Adjustment; and
WHEREAS, the following person

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in
all things approved.
Section 2. That the following appointment is hereby made to the Zoning Board of
Adjustment: Mihir "Mark" Pankaj to be appointed as an alternate member to serve a
term from January 9, 2017 to June 30, 2018.
Section 3. That this resolution shall be effective from and after its date of passage.
