SUBJECT: APARTMENT TAX CREDIT PROJECT

BACKGROUND: As you likely recall from last year, three affordable housing tax credit
applications were presented to the council in early 2017. The council approved a resolution for
one of the three, and denied the other two. None were ultimately approved by the Texas
Department of Housing & Community Affairs.
State Street Housing proposed to construct a new apartment complex on the north side of east 82
near the Reno city limit. That complex would have used the tax credits to provide affordable
housing, the program rules and regulations of which almost certainly force them to be built in
east Paris.
STATUS OF ISSUE: State Street is re- proposing the development, now named Westwind of
Paris. Their representatives will be present to provide details, make a presentation, and answer
questions about their plans and proposals. Tax credit projects must have the support of the local
governing body through a resolution approved by the city council to receive approval by the
TDHCA. This will also be an opportunity for the council to receive public input. Please keep in
mind, that approval by the city and even the state does not guarantee construction; the applicant
must still comply with all zoning, building, and related codes.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS IN SUPPORT FOR THE HOUSING TAX CREDIT ( "HTC ")
APPLICATION #17278 OF SCF PARIS 17, LP, TO THE TEXAS
DEPARTMENT OF HOUSING AND COUMMUNITY AFFAIRS
( TDHCA), FOR 2017 COMPETITIVE NINE - PERCENT HOUSING TAX
CREDITS TO DEVELOP AFFORDABLE RENTAL HOUSING AND THE
PROPOSED DEVELOPMENT OF WESTWIND OF PARIS (THE
"HOUSING COMMUNITY ") TO BE LOCATED AT 4800 HIGHWAY 82,
PARIS, LAMAR COUNTY, TEXAS 75462 (THE "DEVELOPMENT
SITE "); MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, SCF Paris 17, LP, and its affiliates (the "Applicant ") has proposed
a development for an affordable rental housing community named Westwind of
Paris (the "Housing Community ") to be located on 6 acre tract located at 4800
Highway 82, Paris, Lamar County, Texas 75462 (the "Development Site "); and
WHEREAS, The Applicant has communicated that it intends to submit an
application to the Texas Department of Housing and Community Affairs ( TDHCA)
for an allocation of the 2017 Competitive 9% Housing Tax Credits ( "HTC ") for the
construction and development of the Housing Community; and
WHEREAS, in accordance to Section 11.9(d)(2) of the 2017 Qualified
Allocation Plan, the aforementioned application by Applicant requires a resolution
voted on and adopted by the governing body expressly setting forth that the City of
Paris supports the Application and Development of the Westwind Housing
Community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. The City Council of the City of Paris, Paris, Texas hereby confirms
that it supports the proposed development of the Housing Community on the
development site and supports HTC Application # 17278.
Section 3. That the City Council of the City of Paris, Texas, hereby approves a
commitment to the Applicant of funds in the amount of $10.00 in the form of a grant
reduced fees or contribution of other value for the benefit of the Housing
Community conditioned on (i) the Applicant securing HTC's from TDHCA in an
amount sufficient to the development of the Housing Community, and (ii) any
required zoning and site plan approvals from the City.
Section 4. The City hereby recognizes that this formal action has been taken
to put on record the opinions expressed by the City as of the date of this Resolution.
Section 5. That this resolution shall be effective from and after its date of
passage.
