AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY
OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY
THE ZONING MAP OF SAID CITY; ESTABLISHING A NEIGHBORHOOD SERVICE
DISTRICT (NS) WITH THE CONDITIONS AND RESTRICTIONS AS LISTED ON
EXHIBIT "A" ATTACHED HERETO AND INCORPORATED HEREIN }'OR ALL
PURPOSES, ON LOT 12, CITY BLOCK 64-B, ON PROPERTY BEWNGING TO
CHILDREN'S ADVOCACY CENTER OF PARIS, INC., SO AS TO INCLUDE THEREIN
TERRITORY FORMERLY DESIGNATED AS A TWO-F AMIL Y DWELLING DISTRICT
(2F); DESIGNATING THE BOUNDARIES OF THE NEIGHBORHOOD SERVICE
DISTRICT (NS) SO ESTABLISHED; PROVIDING FOR A PENALTY NOT TO EXCEED
$2,000.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF JULY 1,
1999.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS:
Section 1. That the boundaries heretofore established by the Zoning Map and Ordinance
No. 1710 of the City of Paris, Paris, Texas, be, and the same are hereby, changed, and that a
NEIGHBORHOOD SERVICE DISTRICT (NS) WITH THE CONDITIONS AND
RESTRICTIONS AS LISTED ON EXHIBIT "A" ATTACHED HERETO AND
INCORPORATED HEREIN FOR ALL PURPOSES, be, and the same is hereby, established on
LOT 12, CITY BLOCK 64-B, on property belonging to CHILDREN'S ADVOCACY CENTER
OF PARIS, INe., so as to include in such NEIGHBORHOOD SERVICE DISTRICT (NS) WITH
THE CONDITIONS AND RESTRICTIONS AS LISTED ON EXHIBIT "A" ATTACHED
HERETO AND INCORPORATED HEREIN FOR ALL PURPOSES the hereinafter described
property, which was formerly and is presently designated as a TWO- FAMILY DWELLING
DISTRICT (2F), and that the boundaries of said NEIGHBORHOOD SERVICE DISTRICT (NS),
be, and the same are hereby, established as follows:
SITUATED within the corporate limits of the City of Paris, County of
Lamar, and State of Texas, being a part of the Isaiah Davis Survey, and being a
part of the property described in deeds to the Children' s Advocacy Center of Paris,
Inc. from Mary Moore Free, the Paris Junior College Memorial Foundation, and
Hardy Moore, and being more particularly described as follows:
BEGINNING at a stake in the North Boundary Line of Pine Bluff Street at
the Southwest corner ofthe lot conveyed by A. S. Baker et ux to Mary G. Moore
on October 9, 1902, by deed of record in Volume 102, Page 559, Lamar County
Deed Records;
THENCE East with the North Boundary Line of Pine Bluff Street a distance
of 90 feet, a stake at the Southeast corner of the Baker/Moore lot, this being also
the Southwest corner of a lot once owned by Sam Lewis;
THENCE North with the East Boundary Line of the Baker/Moore 10t a
distance of 290 feet, more or less, its Northeast corner, this being also the
Southeast corner of a lot conveyed by A. P. Dohoney et al to W. F. Moore on
September 5, 1916, by deed of record in Volume 164, Page 69, Lamar County
Deed Records; continuing North with the East Boundary Line of said
Dohoney/Moore 10t a distance of 61 feet, more or less, a stake at its Northeast
corner in the South Boundary Line of Cherry Street;
THENCE in a Westerly direction with the South Boundary Line of Cherry
Street a distance of 90 feet, more or less, a stake in the South Boundary Line of
Cherry Street at the Northwest corner of the Dohoney/Moore lot;
THENCE South with its West Boundary Line a distance of 70 feet, more
or less, its Southwest corner at the Northwest corner of the above mentioned
Baker/Moore lot, and continuing South with the latter's West Boundary Line a
distance of 290 feet, more or less, to the place of beginning, and being the same
property described in deed to Mary Moore Searight dated June 1, 1987, of record
in Volume 712, Page 672, Lamar County Deed Records; reference being made to
all the above mentioned instruments and records for all necessary purposes, and
being number 711 Pine Bluff.
Section 2. That the Chief Building Official of the City of Paris be, and he is hereby,
directed to change the Zoning Map of the City of Paris in accordance with the provisions of
Ordinance No. 1710 and the land use map accompanying the same, and in accordance with the
provisions of this ordinance.
Section 3. Any person violating any of the provisions of this ordinance shall be guilty of
a Misdemeanor, and, upon conviction, shall be fined in any sum not to exceed $2,000.00, and
each and every day's continuance of any violation of the above-enumerated sections shall
constitute and be deemed a separate offense.
Section 4. All ordinances or parts of ordinances in conflict herewith are hereby expressly
repealed.
Section 5. This ordinance shall become effective July 1, 1999.
PASSED AND ADOPTED by the City Council of the City of Paris, in regular session
convened, in the Council Chambers, City Hall, Paris, Texas, on this the 14th day of June, 1999.

EXHIBIT "A"
The property located at 711 Pine Bluff Street, Paris, Lamar County, Texas and known as the
Mary Moore Searight House shall be operated as the Children's Advocacy Center, Inc. of Paris. If
the Children's Advocacy Center should ever cease occupancy of the Mary Moore Searight House,
the Board of Directors of the center shall petition the Planing and Zoning Commission of the City
of Paris to change the zoning from Neighborhood Service (NS) to One Family Dwelling (SF2).
The property included in Ordinance No.

a.
A privacy fence along the western property line contiguous to the eastern
property line of the next door neighbor at 665 Pine Bluff Street, which shall
be 6 feet in height for 93 feet and 8 feet in height for
47 feet; beginning:1 feet perpendicularly from the
southwest corner of the house;
b. A privacy fence along the eastern property line contiguous to the western
property line of the next door neighhor at 739 Pine Bluff Street which shall
he 6 feet in height heginning _?O' 611 feet perpendicularly from the
southeast corner of the hOllse;
c. The fence along the eastern property line shall extend at least as far as the
northwest corner of the property line of the neighbor at 339 NE 8th Street;
d. A gated fence running east and west thr,)ugh the property;
2.) A parking lot to be located to the Northeast of the house and to be constructed in
such a way and using materials which will minimize damage to existing trees;

3.) Any sign placed on the property shall be limited in size and abpearance so as to be
unobtrusive and fit in with the character of a residential home;
4.) Exterior lighting shall be placed in such a way as to offer no intrusion on neighboring
property;
5.) Any outdoor play area for the children shall be placed and presented in such a way
as to not to constitute an attractive nuisance; and
6.) Any changes or additions made to the outside of the house shall be done so as to not
detract from the appearance of the house or to interfere with any future designations of the house
as a historical district.
