MINUTES OF THE REGULAR MEETING
OF THE
BUILDING AND STANDARDS COMMISSION
MONDAY, DECEMBER 16, 2013
3:00 P.M.
1. Don Wilson called the Building and Standards Commission Meeting to order at 3:02
P.M.
Roll was called.

2. Approval of minutes from previous meetings. (November 18, 2013)
Motion was made by Johnny Norris and seconded by Wendell Moore to approve the
minutes for the November 18, 2013 meeting.
Motion carried unanimously. 6 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
A. 1633 W Henderson., City of Paris, Block 234, Lot 2
Owner: Jack Stell, 911 Montview Dr, Katy, TX 77450
No back taxes owed.
Mr. Talley said that he has spoken to the owner in the past regarding other
properties but not in regards to this one.
Mr. Talley stated that the foundation is sinking, there is deterioration along the
roof line of the porch, the foundation is buckling at the porch and the porch is
pulling loose from the house. The house is unsecure, the floor is missing in
places, there is water damage in the ceiling from the roof leaking.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Jon McFadden to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
B. 1271 NW 17t', Few Addition, Block 1, Lot 10 -C
Owner: Fred Gates, %Kay Vanderburg, 1626 Bonham Apt E, Paris, TX 75460
$520.08 back taxes owed.
Mr. Talley said that he spoke with the neighbor who is the sister of the owner.
She was going to contact Mrs. Vanderburg to let her know that the City of Paris
was putting an orange tag on the house. She also stated that they use the house
for storage. No contact has been made by Mrs. Vanderburg.
Mr. Talley stated that the structure has foundation damage, missing and
deteriorated wood, the shed behind the house is collapsing and there are holes in
the carport. A tree limb fell through the back portion of the house and the
insulation is falling from the damage of the tree limb.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Wendell Moore, seconded by Johnny Norris to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
C. 1221 NW 17t', Few Addition, Block 1, Lot 10 -D
Owner: Rochelle Pratt, PO Box 572, Paris, TX 75461
Robert Talley brought this before BSC about a year ago and it was tabled because
the house was in too good of shape to be demolished.
$921.73 back taxes owed.
Mr. Talley had received a letter from Mrs. Pratt in the past stating that she did not
own the house and to please not contact her again in regards to this property.
Upon further investigation Mr. Talley discovered that this house was a Warranty
Deed to Mrs. Pratt. A violation letter was sent out but no contact was made this
time.
Mr. Talley stated that even though the front of the house looked good there was a
hole at the peak of the roof and whenever it rained water poured into the structure.
Because of this hole there is water damage inside. The house is unsecure, there
is missing wood at the roof line and the siding is pulling loose and buckling.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded Zac Saffle to accept Robert
Talley's recommendation. Motion carried unanimously. 6 -0
D. 1602 W Austin, SJ Wright Addition, Block 7, Lot 9
Owner: Patsy J Tibbs, 3445 Reno Dr, Paris, TX 75462
No contact has been made by the owner.
$9695.55 back taxes owed.
Robert Talley stated the structures unsecure, has open doors and broken windows,
there is roof deterioration and the shingles are peeling up. Some of the sheet rock
has been ripped loose inside, there is missing and deteriorated wood and
foundation rot.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Wendell Moore, seconded by Zac Saffle to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
E. 1329 W Austin., City of Paris, Block 218 -A, Lot 1 -A
Owner: Jimmy Ray Howard 1329 W Austin, Paris, TX 75460
Mr. Talley spoke with the owner. He agrees that the house needs to be
demolished but does not have the money to do so. He will arrange to make
payments once the city demolishes the house.
$311.00 owed in back taxes
Robert Talley stated that there is a large hole in the roof, there are broken
windows, the trim is buckling out and the underpinning is sinking. The structure
is unsecure.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Wendell Moore to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
F. 444 SW 5th, City of Paris, Block 119 -B, Lot 17
Owner: Grove Trust, JL Moore Trustee 813 Simmons Dr., Euless, TX 76040
No contact with the owner.
$1952.00 back taxes owed.
Mr. Talley stated that the house is being used for storage by the neighbor. The
foundation is buckling and sinking into the ground. There is deterioration along
the foundation, the house is unsecure and the front of the house is starting to sink.
There is roof deterioration, possible termite damage, junk and rubbish piled up at
the back of the house and the back of the house is starting to collapse and has
missing and deteriorated wood.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Chris Brown to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
4. Code Enforcement update.
(1.) Robert Talley stated that the day before the ice storm houses were being
demolished. However, he is not sure how much the ice storm will slow the
process down due to muddy conditions and debris.
5. Adjournment
Motion was made by Johnny Norris, seconded by Zac Saffle to adjourn the
meeting at 3:24pm. Motion carried unanimously. 6 -0
